POLK COUNTY COMMISSIONERS MEETINGS MOVING TO LARGER SPACE AT TRANSFER STATION FOR COVID-19

The Polk County Commissioners will reconvene in person on Tuesday, July 7 at 8 a.m. following several months of teleconference meetings due to COVID-19.  However, the Commissioners will not meet in their regular location at the Polk County Government Center. Instead, they will temporarily move meetings to the Polk County Transfer Station.

Gary Willhite, chair of the board, said meetings will be held at the Transfer Station for the short-term because the new conference room provides for more spacing to satisfy COVID-19 guidelines. “It’s most likely short-term,” said Willhite. “But we’re meeting there on the seventh, and I’m guessing they’ll be conversations too on opening up the Government Center. It’s just a little bit larger room. The remodeling of the Transfer Station they’ve added a conference room and it’s fairly spacious so individuals can spread out during this COVID situation and social distancing. I suspect it’s short-term and hopefully, the Government Center will be open and we’ll be meeting up there very, very soon.”

Masks are required at the Transfer Station for anyone going inside, and Willhite said there should be ample parking space between the lot on the west side of the building and overflow parking on Foskett Street. “I think most folks are familiar with dropping things off at the Transfer Station whether it’s shrubs, or appliances, or general garbage,” said Willhite. “But, it’s a great opportunity to come out and see the remodeling too. But, right, there is a requirement to wear a mask. You go just right inside the main door. There is plenty of parking inside the lot. Overflow parking you can park on the street right there on Foskett St. But, it’s right inside the door. You’ll check-in, easy to find, plenty of room. Certainly, much more space then we have at the Government Center. So, come on out and attend a Commissioner’s meeting.”  

The Commissioners will review two conditional use permit requests from Curtis Block for a self-storage business in Godfrey Township and from Brian LaPlante for a commercial bakery in Lowell Township. They will also review Polk County Public Health agreements with Fisher, Climax-Shelly, Win-E-Mac, Cathedral, Our Savior’s Lutheran, and Crookston Schools.

The Commissioners will also award a bid for work on County Road 210, consider a survey equipment purchase, approve advertising for a Highway Maintenance position, and review the wheelage and local options sales tax for 2021 in the Highway Department.  The Commissioners will also have a resolution noting the retirement of William Pahlen from the Highway Department.

Also on the agenda is a haulers license for solid waste for RJ Zavoral & Sons, and a continued discussion on the solid waste fee schedule for 2021 from the Environmental Services Department. The board will also review tax abatement requests from Happy Joes Pizza and Ice Cream, and IC Muggs, both in Crookston, and changes between Social Services and the Minnesota Department of Employment and Economic Development Joint Powers agreement for 2020.

The Board will also consider updates to the primary and general election canvassing dates for 2020, a quote for an additional three workstations to be added in the Taxpayer Service Center, a review of the $3,985,249 the county received in CARES ACT funding, and a review of the preliminary 2021 Board of Commissioner’s budget. The last two items are a tentative agreement with the AFSCME Social Workers Unit, and 2020 voting credentials and delegates for the National Association of Counties.  

MINNESOTA REPORTS 519 NEW COVID-19 CASES, 5 DEATHS

The Minnesota Department of Health is reporting a two-day total of 519 new cases of COVID-19 and 5 deaths. There were no new cases in Polk County, which has had 81 cases, and one new case in Pennington County, which now has 51 cases. All the numbers are below –

  • Hospitalization/ICU data will not be reported for July 4.

Not all suspected cases of COVID-19 are tested, so this data is not representative of the total number of people in Minnesota who have or had COVID-19. Cumulative numbers are since Jan. 20, 2020.

More about testing data

  • Testing numbers show how many total tests have been done for people who live in Minnesota. Some people get tested more than once.
    • As of 6/5, tests are reported per test instead of per person to account for changes in testing capacity and for individuals who are tested more than once over the course of the pandemic.
  • Due to civil unrest in St. Paul and surrounding areas, the MDH Public Health Lab was closed from 5/30 – 6/1. COVID-19 specimens were not accepted and no tests were run during this time. When possible, samples were re-routed to partner laboratories.
  • Results from 4/29 and 6/3 included a backlog of tests loaded into our system. Previously we were not updating tests reported for past dates; going forward we will be updating that historical data.

NOTICE IS HEREBY GIVEN that the period for filing affidavits of candidacy for the office of school board member of Independent School District No. 593 shall begin on July 28, 2020, and shall close at 5:00 p.m. on August 11, 2020.

The general election shall be held on Tuesday, November 3, 2020.  At that election, three (3) members will be elected to the School Board for terms of four (4) years each.

Affidavits of Candidacy are available from the school district clerk, 402 Fisher Avenue, Suite 593, Crookston, MN.  The filing fee for this office is $2.  A candidate for this office must be an eligible voter, must be 21 years of age or more on assuming office, must have been a resident of the school district from which the candidate seeks election for thirty (30) days before the general election, and must have no other affidavit on file for any other office at the same primary or next ensuing general election.

The affidavits of candidacy must be filed in the office of the school district clerk and the filing fee paid prior to 5:00 o’clock p.m. on August 11, 2020.

On Saturday, July 4 at approximately 2:23 a.m. the Polk County Sheriff’s Office responded to a report of a missing 78-year-old male with dementia in the City of Winger. The subject had been missing for approximately two hours with family members searching for him.

With the assistance of the Winger Fire Department, Essentia Ambulance, Polk County K-9, and the Polk County Drone the subject was located within three hours, approximately a quarter-mile south of his residence in a tree line.

After being medically checked and cleared he returned to his family.

Linda R. Ek, 69, of Fertile, MN, passed away at home, surrounded by family and under the care of Hospice on Wednesday, July 1, 2020.

Funeral: 11:00 AM, Tuesday, July 7, 2020 at Concordia Lutheran Church, Fertile, MN, following all of the Minnesota and CDC COVID-19 social distancing guidelines. All are encouraged to wear a mask.

The Minnesota Department of Health is reporting 423 new cases of COVID-19 and 8 new deaths. There were no new cases in Polk County. There will not be an update from the state on Saturday in observance of Independence Day. All the numbers are below –

  • Testing numbers show how many total tests have been done for people who live in Minnesota. Some people get tested more than once.
    • As of 6/5, tests are reported per test instead of per person to account for changes in testing capacity and for individuals who are tested more than once over the course of the pandemic.
  • Due to civil unrest in St. Paul and surrounding areas, the MDH Public Health Lab was closed from 5/30 – 6/1. COVID-19 specimens were not accepted and no tests were run during this time. When possible, samples were re-routed to partner laboratories.
  • Results from 4/29 and 6/3 included a backlog of tests loaded into our system. Previously we were not updating tests reported for past dates; going forward we will be updating that historical data.

Charles Scott Olson – Obit

Charles Scott “Chuck” Olson, 63, of Bemidji, MN, passed away early Thursday morning, March 5, 2020, at the Cornerstone Nursing Home in Bagley, MN after battling cancer for the past several months.

Chuck was born on March 1, 1957, in Crookston, MN, the younger of two sons of the union of Phillip Martin and Veda Myrtle (Taylor) Olson. He grew up in Crookston where he was baptized and confirmed at Trinity Lutheran Church and attended Crookston public schools including Washington Elementary School, Highland Middle School, and Central High School, where he played for the Pirate Tennis Team. Chuck graduated with the Class of 1975 and furthered his education at Concordia College in Moorhead, MN, earning a Bachelor’s Degree in Business. He then returned to Crookston and was employed in sales for Crookston Marine. In 1986, Chuck moved to Bemidji where he worked for Xen’s Sporting Goods Store, which later became known as Kabilka’s. He retired this past December.

Chuck is survived by his mother, Veda Olson of Crookston; brother and sister-in-law, Larry and LouAnne Olson of Crookston; 2 nephews and a niece: Matt Olson and Paul Olson of Isanti, MN, and Lisa Cole and her husband, Michael, of Crookston; 7 great-nieces and great-nephews: Michaella Johnson, Joslynn and Jace Olson, Madisyn, Caden, and Brittyn Sanders, and Owen Cole; and many other relatives and friends. He was preceded in death by his father, Phil Olson; and grandparents: Archie and Emelia Olson, and Everett and Nellie Taylor.

A public memorial graveside service celebrating the life of Charles Scott Olson will be held at the Oakdale Cemetery in Crookston, MN at 10:00 a.m., Tuesday, July 14, 2020, with The Rev. Loren Mellum, officiating. Visitation with the family will be at the cemetery for one hour prior to the service. Social distancing will be observed and masks are recommended and will be available if you don’t have one. Plan to bring a lawn chair, sunglasses, and an umbrella.

MALE JUVENILE PRONOUNCED DEAD AFTER ATV ACCIDENT IN POLK COUNTY THURSDAY

A male juvenile is dead after an ATV accident near Fertile late Thursday afternoon.

At approximately 5:53 p.m. Thursday, the Polk County Sheriff’s Office responded to a report of an ATV rollover on 435th St. SW near Fertile, west of the Sand Hill River. County EMS and the Fertile Fire Department also responded. First responders attempted life-saving efforts but the ATV operator, a male juvenile, was pronounced dead at the scene. It appears the operator lost control of the ATV and struck a tree.

No further information will be released at this time.

Broadcasting Icon Hugh Downs Dies At Age 99

Iconic broadcaster Hugh Downs died peacefully in his Scottsdale home at the age of 99 Wednesday, according to a spokesperson for the family. His family said his death was not related to coronavirus. 

Downs’s career spanned more than 60 years, leading shows like 20/20, The Today Show and as an announcer for Tonight Starring Jack Paar. He was a Emmy-award winning broadcaster, author and host..

Downs hosted NBC’s Today Show from 1962-1971, subsequently anchoring the ABC News magazine 20/20, joined by Barbara Walters, from 1978-99. Downs hosted the program from the show’s second episode in 1978 until his retirement in 1999. 

Downs was married to Ruth Shaheen from 1944 until she died in 2017. He is survived by their two children, Hugh Raymond and Deirdre Downs, two grandchildren and four great-grandchildren.
