Wayne Steven Scott – Obit

wayne-scott-photo-e1609333304326

Wayne Steven Scott, 62, of Crookston, MN, passed away unexpectedly at his residence of natural causes on Friday, December 25, 2020.

Wayne was born at White Earth, MN on April 7, 1958, 1 of 8 children of the union of Alvin and Jacqueline (Casey) Scott. He grew up in Bejou, MN, and attended school there. As a teenager, he moved to McIntosh, MN to work on his sister Kathy’s farm. When he turned 18 Wayne traveled to Wyoming where he worked in the mines. He returned home to Minnesota a few years later for the birth of his oldest daughter. While raising his family he lived in Bejou, McIntosh, and the Winger area and finally settled in Crookston to make his home, Wayne worked at various jobs while raising his family including construction.  A few years after moving to Crookston he started working for NAPA/Crookston Welding as a maintenance mechanic.  During his time in Crookston, he also worked for New Flyer for over 12 years in maintenance.  Known as a jack of all trades, Wayne never sat still for long, always keeping busy with fixing vehicles, restoring old boats, and various construction jobs, mowing and snow blowing.

Wayne was a people person, and a stranger wasn’t a stranger for long around him. If you needed help with something he was right there ready to lend a hand, often without even being asked. He loved a good cup of coffee and conversation whether in person or on the phone. You always knew it was getting close to 6:30 because he had to get home to watch Wheel of Fortune. He also loved watching old movies on tv, especially westerns, and some of his favorite pastimes included playing cards, playing slots, fishing, deer hunting, and being outdoors. Many memories were made between Wayne and his grandchildren as they “hung out” together. Gardening with his daughter, Crystal, was perhaps his greatest joy, and one that lost its attraction after she passed away. Wayne was dearly loved by his family and they will miss him very much.

Survivors include his 3 children: Amy Scott, Brent Scott, and Steven Scott, all of Crookston, MN; 10 grandchildren: Adriana, Kylie, Deondre, Isaiah Isum, Landon, Brielle, Emmitt Scott, Enreque, Izabella, and Aubriella Keim; 5 siblings: Leo Scott of Bejou, MN, James (Debra) Scott of Frazee, MN, William (Debra) Scott of St. Francis, MN, LeAnn (Mark) Halland and Beverly Mazzucco of Crookston, MN; Half Sister Mary (Tom) Wallace of Manor, TX, 21 nieces and nephews; several great-nieces and great-nephews; aunt and uncle, many cousins; and lots of friends.  Wayne was preceded in death by his parents, Alvin and Jacqueline; daughter, Crystal Scott; a sister, Kathryn Hedlund; and brother, Dennis Scott; a niece, Karen Quam; and nephew, Jamie Scott.

A visitation for Wayne Scott will be held on Wednesday, January 6, 2020, from 5-7:00 pm, with attendance limited to 50 people at one time. Masks are required and social distancing will be observed.

A graveside service will be held at the Bejou, MN Catholic Cemetery in the spring of 2021.

The U.S. Justice Department have declined to charge the Cleveland officers involved in the fatal 2014 shooting of Tamir Rice, and have closed its investigation.  An independent federal investigation into the Nov. 22, 2014, shooting of the 12-year-old Black boy seen playing with a toy gun at a park “found insufficient evidence to support federal criminal charges against Cleveland Division of Police officers Timothy Loehmann and Frank Garmback,” accordimg to a statement from the DOJ. The statement added that Rice’s family attorneys were notified of the decision and were also sent a letter “explaining the findings of the investigation and reasons for the decision.”

Rice was shot twice after officers responded to a 911 call reporting a male who was “probably a juvenile” pointing a “probably fake” gun at people in a playground at Cudell Park Recreation Center. Rice died in a hospital the next day.

In 2015, an Ohio grand jury did not pursue charges against Officers Loehmann and Garmback. Loehmann was fired in 2017 due to inaccuracies in his application form and Garmback was suspended for 10 days for violating a tactical rule by driving too close to Rice on the day of the shooting.

Senate Majority Leader Mitch McConnell blocks immediate vote on $2,000 stimulus checks

After Senate Republican leader Mitch McConnell blocked an effort by President Donald Trump and Democrats to increase stimulus payments to Americans, Treasury Secretary Steven Mnuchin said $600 payments would begin to be delivered Tuesday night. Mnuchin announced that the Department of Treasury and the Internal Revenue Service would begin delivering the $600 payments included in the $900 billion COVID-19 relief bill signed into law by President Donald Trump over the weekend as early as Tuesday night through direct deposit, with paper checks being mailed out Wednesday.

Earlier in the day the Senate met after Democrats and Trump asked to increase the amount from $600 in the current relief package to $2,000. The House passed the increase on Monday. There was Republican opposition in the House, but recent GOP support was sidetracked by McConnell who said the upper chamber would begin a process to consider larger stimulus payments and tie it to resolving two other Trump complaints — election security and removing federal protections for technology companies such as Facebook and Twitter.

Democrats are expected to hold another vote this week to again pass the raise The measure would have passed Tuesday if all 100 senators had agreed to the raise, but with McConnell’s block, it could now take days or weeks for the Senate to debate and convene for a vote.

U.S. HIGHWAY 75, COUNTY STATE AID HIGHWAY 21 INTERSECTION COULD GET ROUNDABOUT, BRIDGE FUNDING

hwy-75-roundabout

It seems a roundabout could be the next preventive measure taken to reduce the number of severe crashes at the U.S. Highway 75 and County State Aid Highway 21 intersection north of Euclid. According to Polk County Highway Engineer Rich Sanders, the number of severe crashes is on the rise at the intersection. “MnDOT and us are having discussions about what we need to do at that intersection because the crashes have picked back up again,” said Sanders. “We haven’t had a fatality there yet, but we’ve had serious injury crashes happening. And, so, we’re looking at possibly putting in a roundabout at that location. It will make it more efficient and safer for all the traffic going through that intersection.”

The danger at the intersection is right-angle, or t-bone crashes. Sanders said previous safety measures such as the warning lights at the intersection are having a reduced effect on safety than when they were first installed. “In the past, we’ve had a lot of right-angle crashes at trunk Highway 75, north of Euclid, and County State Aid Highway 21, which is the St. Hilaire road,” said Sanders. “To prevent those crashes, we put in a RICWIS (Rural Intersection Conflict Warning System) sign, which is the signs that were put up that tell you traffic is entering the intersection as you’re entering the intersection. That was supposed to make that intersection safer for the traffic on County Road 21. Like most things, people have become familiar with the system, and now, it’s no longer working as effectively as it did when we originally installed it.”

The roundabout would be designed to slow down traffic and reduce right-angle crashes. Sanders said the roads would be realigned slightly to produce S-curves ahead of the roundabout to reduce speeds. “We already have intersection lighting there,” said Sanders. “So, more than likely, we wouldn’t have to add any more. We’d just have to move them to a different location. The railroad crossing to the east of the intersection would end up getting signals and lights instead of the stop signs. So, people wouldn’t have to stop at the tracks until the signal is turned on and the gates lowered. We’d do a little bit of realigning of HWY 75 north and south of the roundabout. CSAH 21 would stay pretty much on its alignment, maybe a little to the west because you don’t want traffic coming into the roundabout at 55 mph, so you give them a little bit of an S-curve coming in to slow them down. The design speed through the roundabout would be 25-30 mph speed. So, traffic on CSAH 21 would get through the intersection quicker and safer, traffic on HWY 75 would get through safer because they don’t have to worry about getting in a t-bone crash anymore, but they would have to slow down.”

A roundabout would still be a couple of years away from being built as the county can’t apply for federal Highway Safety Improvement Program funding until September 2021. The project would also need to be designed after funding is approved.  Sanders said he’d anticipate getting about $400,000-500,000 of the county portion of the project funded through the Highway Safety Improvement Program, with the state getting a similar sum. “The total cost for the roundabout itself is about $900,000, is what we’re estimating,” said Sanders. “To redo the legs of HWY 75 and CSAH 21 will probably be another couple hundred thousand dollars. If the State and us get about $800,000-1 million between the two of us, we’re probably looking at $400,000-500,000 split between the two entities for the remainder of the project.”

CLIMAX BRIDGE GETS SOME FUNDING, SANDERS HOPEFUL FOR NIELSVILLE GRANT
T
he County Engineers from around Minnesota recently allocated their federal funding for projects, including providing the federal portion of the Climax Bridge funding, explained Sanders. “The Climax Bridge was allocated $1.84 million in federal funding,” said Sanders. “So, we got the first bunch of money to replace that bridge. Now I have to work with our state legislature to come up with the rest of our portion. We’re looking at about a $5 million project on the Polk County side for that project. I’m hoping to work with Senator (Mark) Johnson, and Representative (Deb) Kiel we can come up with a good chunk of extra bonding money for our portion of the project.”

The expense of the bridge project would be split between Polk County and Traill County in North Dakota. Sanders said that despite the federal allocation being for 2025, both counties are hoping to start construction sooner. “Traill County and Polk County have said we want construction to start in late 2023, if not early 2024,” said Sanders. “That’s what our target deadline is. The federal money is 2025 money, which means it becomes available in October of 2024. But we can also advance construct it. So, if we wanted to start in the Fall of 2023, we could get the money from our state aid system and get it paid back from the feds in 2024.”

Polk County will also continue to apply for a BUILD Grant from the U.S. Department of Transportation for the Nielsville Bridge. Sanders said Polk County has been closer to receiving the grant the last couple of years. The Fisher Avenue project in Crookston also goes out for bid on December 30, with the bid opening scheduled for 10 a.m. on January 29.
