CHEDA HOLDS SPECIAL MEETING TO DISCUSS ALTERNATIVE OPTIONS

The Crookston Housing & Economic Development Authority (CHEDA) Held a special meeting Tuesday morning to discuss alternatives to City Councils presented options regarding the dissolution of CHEDA. The meeting included discussing CHEDA’s proposed ideas if a change in leadership is needed and where will it come from, as well as if a clear divide between CHEDA and City Council is needed regarding certain roles. CHEDA felt the meeting was necessary so they could come up with something to present to City Council before action is taken on the City’s passed option regarding CHEDA.

The option that’s been passed by City Council for a public hearing which will be held on July 12, was option three of the four from the Special Ways and Means meeting held on June 21. The option states the CHEDA powers will only be exercised before approval from City Council and will allow the immediate replacement of board members with seven members of the Council by amending the enabling resolution. The option will also eliminate funding to CHEDA for Economic Development and create a Community Development department.

Some benefits from this presented option according to City Council include communication coming from within one building, consistency of the philosophy of City Council and CHEDA, and dual oversight by elected officials. Issues with the presented idea include experienced commissioners, being replaced, and the requirement of a public hearing to amend enabling resolution.

CHEDA has until July 12 to present City Council with a plan or course of action, for the public and City Council to be aware of their recommendations before the public hearing takes place. CHEDA President Kurt Heldstab says he is not on board with the City Council’s option. “Since I’ve been on the board since 2010/2011, There’s a structure that’s been in place, and the options presented by City Council don’t align with those structures, even our proposed option doesn’t align with our structure necessarily,” said Heldstab. “One thing we’ve wanted to do is stay focused on that and keep the driving force and all the hours spent working towards that structure, and now we’re moving away from it.”

CHEDA constructed a letter to discuss during the meeting with board members. The letter included three alternative options to City Council’s option.

  1. CHEDA contributes up to $50,000 of the current annual stipend going forward, starting in July 2021, to greatly assist with the City’s desire to hire a Community Development Director.
  2. The two existing City Council members on the CHEDA Board are replaced by the Mayor and another Council member with strong leadership and communication skills.
  3. The CHEDA monthly management report is given to the members of the City Council in the exact form it is presented to the CHEDA board.

Some CHEDA members feel the solution could be in more than one or even all three of their options presented. None of the options would require an immediate change to CHEDA. Option one and three were removed by the CHEDA board, and option two will be presented to City Council with some modifications.

Some of the modifications made to the passed option included City Council deciding what two members will be on the board, meaning it wouldn’t necessarily need to be the mayor, and a clear understanding to City Council that their members on the board will be under CHEDA authority and leadership. They will not be in a President or Vice President role immediately.

Another big talking point during the meeting between CHEDA board members including CHEDA Executive Director Craig Hoiseth was the discussion of how much involvement City Council members should have with CHEDA. Hoiseth was clear that as long as the person is interested in economic issues and has a well-rounded resume and background with the community, they’re more than welcome to be a part of the board. “We currently have two acting voting City Council members on the board and another who serves as a liaison between the CHEDA board and City Council” said Hoiseth. “Cheda not only wants to but is mandated to have City Council involvement.”

There was a fair amount of discussion of how to proceed forward with change of leadership, and Hoeiseth says the board shouldn’t be changed or scrutinized like it has been the past few weeks. “I think the people on the CHEDA board are some of the best things that Crookston has to offer,” said Hoiseth. “Their resumes are impeccable, I think our board is intact on purpose and to just remove all that talent and skillset to have City Council members replace them diminishes the board’s overall capacity.” Hoiseth also mentioned how the board serves in tough situations but do their job well and engage within the community better than most.

The public hearing on July 12 will allow City Council to dig into the second option of the three that will be presented from CHEDA as well as the third option passed at the Special Ways and Means meeting back on June 21. Changes to City Council’s option can be made before the official vote takes place at the City Council meeting on July 26. Whatever agreement or middle ground reached once City Council reads CHEDA’s proposal, will be set in stone and voted on by July 26. If the vote passes, then whatever resolution that was voted on will be the route City Council will take and CHEDA’s new future. If the vote is turned aside and not passed, then the process will start over again.

Adeline Bergeson – Obit

Adeline Bergeson, age 99, of Reno, NV, formerly of Twin Valley and Hawley, MN, died March 2, 2020, at her daughter’s home. Burnett Bergeson, age 95, former Minnesota State Representative, died Wednesday, February 2, 2011, at home in Reno, Nevada.

A joint memorial service for Adeline and Burnett will be held at 11:00 a.m. on Saturday, July 10, 2021, at Zion Lutheran Church in Twin Valley.

Vivian Doris Arel- Obit

Vivian Doris Arel, age 98, of Crookston, MN, passed away on Saturday, December 12, 2020, in the Villa St. Vincent Nursing Home with family by her side.

Vivian Doris Ogaard was born on July 22, 1922, in Crookston, MN, the daughter of the late Louis and Victoria (Desrosier) Ogaard.  She was raised in Crookston, MN and graduated from Crookston Central High School in 1940.  On September 29, 1941, Vivian was united in marriage to Harvey Joseph Arel in the Cathedral of the Immaculate Conception in Crookston.  She and Harvey took over his family’s farming operation, working the same land that he grew up on.  Together they raised 5 children: Barbara, Gloria, Kenneth, Daniel, and David.  Sadly, Harvey passed away on December 6, 2008.  In addition to being a devoted wife and mother, Vivian was employed at Bridgeman’s, Woolworth’s, and then for 20 years at Munn’s Jewelry.  In 2000 Vivian and Harvey retired from farming and their other jobs and moved into Crookston.  In her free time, she loved to travel, play cards, sew, and bake.  She was very proud to have been the oldest living member of St. Peter’s Catholic Church in Gentilly, MN.

Vivian is survived by her 4 living children: Barbara Tesh of Kernersville, NC, Gloria Johanneck of South Milwaukee, WI, Kenneth (Barbara) Arel of Pine Island, MN, and Daniel (Lorna) Arel of Dilworth, MN; 17 grandchildren; 31 great-grandchildren; 5 great-great-grandchildren; and daughter-in-law, DeAnna Meek of Motley, MN.  She was preceded in death by Harvey, her beloved husband of 67 years; their son, David Arel; sons-in-law, Lee Tesh and Charlie Johanneck; infant granddaughter, Elizabeth Jean Johanneck; parents, Louis and Victoria Ogaard; sisters, Luella Bergum and Lucille Charron; and brothers, Vernon and Ray Ogaard. Blessed be the memory of Vivian Doris Arel.

Mass of Christian Burial for Vivian will be celebrated at 11:00 a.m., Saturday, July 10, 2021, in St. Peter’s Catholic Church in Gentilly, MN. Visitation will be for one hour prior to the service. The Mass will be live-streamed by going to Vivian’s obituary at www.stenshoelhouske.com and clicking on the prompt to view.  Interment will be in St. Peter’s Catholic Church Cemetery in Gentilly, MN.

Harriet Pearson – Obit

Harriet Pearson of Fosston, MN formerly of Red Lake Falls, MN passed away on Sunday, July 4, 2021, at Essentia Health in Fosston, MN.

Funeral service will be held on Thursday, July 8, 2021, at 10:30 AM in Bethany Lutheran Church in Red Lake Falls, MN with Reverend Gary Graff Officiating. Burial will be held at Union Liberty Cemetery near Hallock, MN. Visitation will be held one hour prior to the service on Thursday at Bethany Lutheran Church.

Harriet Hjeldness was born August 4, 1934, at Kennedy, MN the daughter of Arthur and Nellie (Peppard) Hjeldness. She was raised and attended school at Kennedy, MN graduating in 1952. She worked in the Kennedy area.

On September 4, 1954, Harriet was united in marriage to Keith Pearson at Maria Lutheran Church in Kennedy, MN. The couple built a home on the family farm and to this union, three children were born Randall Keith, Gwen Danelle, and Todd Mitchell. Later they moved to Red Lake Falls, MN, where they continued to live until Keith passed away in December of 2014. In 2006 Harriet was stricken with Encephalitis which though changed her life, she maintained a great memory for the past, kept her sense of humor, and always had time to play rummy, “deuces are wild”. Following Keith’s passing, Harriet moved to Fosston, MN to be closer to family.

Harriet was an active member of Bethany Lutheran Church, Red Hats, American Legion Auxiliary and was always willing to lend a helping hand. She was a wonderful bread baker and she and Keith loved to make lefsa. She had numerous jobs in the area including the Tastee Freeze, Thompson Hardware, and was employed by Red Lake County in the Social Services for many years.

Harriet is survived by her children Randall (Heather) Pearson of Rochester, MN, Gwen Schroeder of Hugo, CO, and Todd (Nancy) Pearson of Fosston, MN: grandchildren Kimberly Schroeder, Nicholas Pearson, Kristin Pearson, Margaret Pearson, Leif Pearson and Reid Pearson: great-grandchildren Merik J. Young, Jazlyn Young, Cadence Long, and Soren Pearson, along with many nieces and nephews.

She is preceded in death by her husband Keith on December 10, 2014, parents Arthur and Nellie, brothers Howard (Vivian) and Curtis, son-in-law Rod Schroeder.

PGA golf pro Gene Siller and 2 others found shot dead at Georgia country club

A professional golfer was shot and killed over the weekend at a Georgia golf club, identified by the Georgia PGA and the Georgia State Golf Association as Gene Siller, the director of golf for the club and father of two. “Tragedy has stricken the Georgia Section PGA in the loss of our member, Gene Siller,” the Georgia PGA said on Twitter. “Thoughts and prayers for his family and the Pinetree Country Club family.” In addition, PGA President Jim Richerson said on Facebook: “We are truly heartbroken to hear about the senseless murder that took place yesterday at Pine Tree Country Club in Georgia that took the life of PGA member Gene Siller. The PGA of America sends our thoughts, prayers and deepest sympathy to his family, club and the Georgia PGA community.”

The Cobb County Police Department said in a statement Sunday that officers responded to a report of shots fired at the Pinetree Country Club in Kennesaw, about 27 miles north of Atlanta, at about 2:20 p.m. a day prior and found Siller, who worked there, unresponsive on the green of the 10th hole suffering from an “apparent gunshot would to the head.” He was pronounced dead at the scene, authorities said.

The suspect who is connected to the deaths of two other people and is still at large. Police say he was driving a white RAM 3500 pickup onto the golf course Saturday afternoon, where he shot Siller. In the bed of the truck, which was left at the scene, police discovered two more bodies, one of which was identified as Paul Pierson, the vehicle’s owner. Both individuals died of gunshot wounds, police said.

Tropical Storm Elsa makes landfall in Cuba on path toward Florida

On Monday evening, Tropical Storm Elsa made landfall in Cuba while continuing on a path for the United States. As of 8 p.m., the National Hurricane Center said Elsa was located 30 miles east of Havana, Cuba, carrying maximum sustained winds of 50 mph while moving northwest at 13 mph. Elsa is the fifth named storm of the 2021 Atlantic hurricane season, and is the earliest to arrive.

The National Hurricane Center said: “On the forecast track, Elsa is expected to continue to move over west-central Cuba for the next several hours, move into the Florida Straits this evening and pass near the Florida Keys early Tuesday. Elsa is then forecast to move near or over portions of the west coast of Florida on Tuesday and Wednesday.”  Else is expected to restrengthen some after moving over the southeastern Gulf of Mexico.

A tropical storm warning was in effect for the Cuban provinces of Cienfuegos, Matanzas, Villa Clara, Mayabeque, Havana and Artemisa as well as in the Florida Keys from Craig Key westward to the Dry Tortugas and the west coast of Florida from Flamingo northward to the Swannee River. A storm surge watch was in effect for the west coast of Florida from Bonita Beach north toward the Aucilla River including Tampa Bay and a tropical storm warning alongside teh west coast of Florida was extended northward and westward to the Ochlockonee River. A tropical storm watch was in effect in the Florida Bay and North of the Suwanee River to Indian Pass.

Paramount Pictures shared the trailer for the new film Clifford the Big Red Dog, featuring David Alan Grier as the voice of Clifford. Clifford the Big Red Dog is based on the Norman Bridwell children’s book series of the same name.

The trailer shows Emily (Darby Camp), a young girl, and her uncle Casey (Jack Whitehall) discover a small red puppy. Emily’s wish for Clifford to be big and strong magically transforms him into a giant dog. Clifford is seen exploring New York City with Emily (Camp) and Casey (Whitehall) and getting into mischief along the way. Tony Hale, Sienna Guillory, Russell Wong and John Cleese co-star.

Filmmaker Kevin Smith shared the first official trailer for his upcoming animated series, Masters of the Universe: Revelation. Smith tweeted, along with the 2-minute preview: “THE BEGINNING OF THE END OF THE UNIVERSE starts now!
