MINNESOTA BEGINNING FARMER TAX CREDIT APPLICATIONS ARE DUE BY OCTOBER 1

mn-department-of-ag

The deadline for the Beginning Farmer Tax Credit applications are due by October 1, 2021. The deadline applies to any transaction taking place in the calendar year 2021.
Due to tuition payment cycles, if a beginning farmer is applying for the Educational Credit only (No Asset Owner Involved), the deadline is November 1.

The Minnesota Beginning Farmer Tax Credit provides tax credits for the rent or sale of farm land or a variety of farm assets to beginning farmers. This includes incentives for the sale of farm land.

A Beginning Farmer is defined as:

  • A Minnesota resident (Residency Fact Sheet, PDF) who is seeking entry, or has entered into farming within the last 10 years.
  • A farmer who will provide the majority of the labor and management of the farm that is located in Minnesota.
  • Has adequate experience and knowledge of the type of farming for which they seek assistance from the Rural Finance Authority.
  • Can provide positive projected earnings statements.
  • Is not directly related to the owner of the agricultural asset. This includes parents, grandparents, brothers, sisters, spouses, children, and grandchildren. Legal adoption shall be considered in full effect.
  • Has a net worth that does not exceed the limit provided under section 41B.03, subdivision 3, paragraph (a), clause (2). This limit is $851,000 in 2021.

The beginning farmer may need to participate in an approved financial management program. Costs of financial management programs up to a maximum of $1,500 per year (for up to 3 years) may also be eligible for a tax credit. The financial management credit need not be tied to any agricultural asset sale or rental.

Definition of “Agricultural Asset”:

  • Agricultural land, livestock, facilities, buildings and machinery used for farming in Minnesota

The credit to the agricultural asset owner is as follows:

  • 5% of the lesser of the sale price or fair market value of the agricultural asset up to a maximum of $32,000;
  • 10% of the gross rental income in each of the 1st, 2nd, and 3rd years of the rental agreement, up to a maximum of $7,000 per year, or
  • 15% of the cash equivalent of the gross rental income in each of the 1st, 2nd, and 3rd years of a share rent agreement, up to a maximum of $10,000 per year.

The agricultural asset owner can claim credits in one of the above categories in a given tax year on a per beginning farmer basis up to the maximums stated.

Role of the Rural Finance Authority (RFA)

The RFA will administer the tax credits by:

  • Certifying beginning farmers
  • Assisting beginning farmers with locating eligible financial management program options in their area
  • Certifying that owners of agricultural assets are eligible for the tax credit. This is a first come, first served initiative. The amount available in 2021 is about $12 million.

The asset owner may be an individual, trust, a qualified pass-through entity. The owner of agricultural assets cannot be an equipment dealer, livestock dealer, or comparable entity engaged in the business of selling agricultural assets for profit.

U.S. SENATORS AMY KLOBUCHAR & TINA SMITH ANNOUNCE EMERGENCY HAYING & GRAZING IN MINNESOTA

tina-smith-1

In response to the severe and worsening drought causing Upper Midwest cattle producers to run out of hay for their herds, U.S. Senators Amy Klobuchar and Tina Smith (D-Minn.) announced that producers can now request haying and grazing on Conservation Reserve Program (CRP) land in 79 Minnesota counties. The U.S. Department of Agriculture (USDA) authorized the change on Wednesday.

The senators said that Minnesota counties are approved for emergency haying and grazing due to drought conditions on a county-by-county basis, when a county is designated as level “D2 Drought – Severe” according to the U.S. Drought Monitor. FSA provides a weekly, online update of eligible counties here

“The droughts across Minnesota have created incredibly difficult conditions for farmers and livestock producers,” said Sen. Klobuchar. “This announcement is a step in the right direction as we work to ensure the USDA’s policies meet the needs of Minnesota’s rural communities.”

“The severe drought in Minnesota is devastating for our cattle producers, who are running out of hay to feed their herds,” said Sen. Smith. “I am glad the USDA has authorized emergency haying and grazing of CRP land.”

Producers interested in emergency haying or grazing of CRP acres must notify their FSA county office before starting any activities. This includes producers accessing CRP acres held by someone else. To maintain contract compliance, producers must have their conservation plan modified by USDA’s Natural Resources Conservation Service.

CVB GIVES HERSHEY’S UPDATE AHEAD OF OX CART DAYS

crookston-visitors-bureau-2

The Crookston Visitors Bureau board met on Thursday morning at the Crookston Inn. The agenda included reviewing a treasurer’s report, visitor guides distribution updates from Nite to Unite and Ox Cart Days, and an Ox Cart Days Update from Jess Bengtson regarding the Hershey’s S’mores event.

The meeting began with the approval of the July 8 meeting minutes and then moved to the treasurer’s report. Jess Bengtson called in over the phone to review and discuss where the accounts balance is, and the board approved all bills payable.

ALLAN DRAGSETH GRANT

The board then reviewed a request from Allen Dragseth for a grant regarding the Harvest festival for $715.00. During the CVB transitioning phase, Dragseth went ahead with the Harvest Festival when receiving a grant was impossible. The board decided to refund Dragseth rather than say he “fell through the cracks,” and Chair of the CVB Nell DeBoer spoke more on the decision. “Between the transition of the old CVB and the new CVB, we just wanted to make sure anyone that fell through the cracks was taken care of,” said DeBoer. “Allan is a wonderful community member, and this event is significant to us, so we just wanted to make sure he was taken care of.”

WHAT BRINGS YOU TO CROOKSTON REPORT

The board then discussed the “what brings you to Crookston” numbers, and DeBoer gave a rundown on the numbers from the past month. “We want to make sure that if there is a potential to promote things based on why people are coming into town that we’re doing that,” said DeBoer. “We want to put our marketing towards what will help Crookston and getting people here.”

CROOKSTON VISITOR GUIDE DISTRIBUTIONS

The board then received an update on the Crookston Visitor distributions from Night to Unite and Ox Cart Days. Crookston Visitors Guides will be handed out to all visitors and citizens over the course of Ox Cart Days at various locations for anyone interested.

OX CART DAYS

One of the bigger topics from the meeting was the CVB’s presence during the preparation for Ox Cart Days and their focus. “We gave Ox Cart Days the full $3,000 to promote their event,” said DeBoer. “They’re looking for overnight stays from people around the Twin Cities and Fargo area, and the mission of the CVB is to promote overnight stays, and the Ox Cart event brings a lot of people in.”

HERSHEY’S UPDATE

The biggest topic was an update from Jess Bengtson regarding the Hershey’s event during Ox Cart Days. Hershey’s will be sending a crew to cover the event and shooting video and filming the City of Crookston. DeBoer talked about a great advantage to have such a big company like Hershey’s covering the event. “The Hershey event just kind of fell in our laps,” said DeBoer. “It gives us some national recognition, and for them to help promote the town is a wonderful thing. We foresee extra people coming into Ox Cart Days now because of this event, and we’re hopeful it’s a huge success.”

Hershey’s will also be sending the city a pallet of Chocolate in honor of the event. The board will store the chocolate and use it the day off as part of the advertisement for Hershey’s and promotion for the event.

ADVERTISING FUTURE

Dean Adams gave a budget update to the board, and the rest of the meeting was used to discuss advertisements and new opportunities. “We’re just trying to find the best route to spend our marketing money,” said DeBoer. “We are in a co-op with Minnesota Tourism which helps bring people in; a lot of the new platforms are a part of social media and YouTube; we’re really trying to find different platforms and for people to be aware of Crookston and want to come to visit.”

The CVB will continue local advertisements with KROX, the times, and a six-month agreement with INewz.TV as well as the new options they’re pursuing on a wider scale.

The next CVB meeting will take place sometime in early September, and there are talks about potentially starting two meetings a month due to the number of agenda items.

CFD RESPONDS TO FIRE WEDNESDAY EVENING IN KERTSONVILLE TOWNSHIP

fire-graphic-14

The Crookston Fire Department responded to a call just after 5:00 p.m. on Wednesday, August 4, for a grass fire near County Road 46 south of Highway 2 in section 8 of Kertsonville Township. The fire was threatening some structures nearby and moving at a rapid pace. The cause of the fire was a bearing going out on a baler.

CFD Chief Tim Froeber explained the process of ceasing the fire and the help needed in doing so. “In route, we noticed an awful lot of smoke, and with the wind conditions, we decided it was best to notify the Fertile Fire Department for backup,” said Froeber. “Fish & Wildlife dispatched the DNR to our location, and we got on scene with the main focus to protect the nearby structures and start putting out the main fire itself.”

Crookston Fire Department had 17 firefighters on the scene, while Fertile had 12, and the Glacial Ridge with a Hot Shot crew from Wyoming that was in the area provided 20. A house to the north of the fire was also in the area, and the Department kept a close eye on making sure the fire didn’t end up in the yard.

Froeber talked about the impact the Hot Shot crew had and how air support was almost needed at one point. “Fish and Wildlife provided 20 smokejumpers that were in the area,” said Froeber. “They were able to take care of some Hay Bails that caught on fire and a wooded area as well. At one point, we thought the fire might continue to Highway 2 from our location, but thankfully the fire was slowed down by some wheat stubble, and we were able to take care of the fire.”

The department was on the scene for approximately three hours, and the situation could’ve been much worse had not the Fertile Fire Department and Hot Shot crew been available to help.

Froeber talked about the importance of continuing safe practices in this dry time of the year. “It doesn’t take much to get things to burn right now,” said Froeber. “We could really use some rain, but we can not stress enough that people keep a mowed buffer area around their property, and hopefully, people can heed warnings.”

No one was injured during the fire, and no property structures were damaged.

Former President Obama to scale back 60th birthday celebration due to surge in COVID-19 cases

shutterstock_1844355520

Former President Barack Obama is scaling back plans to celebrate his 60th birthday this weekend in New England due to a resurgence of COVID-19. The celebration is scheduled to take place in Martha’s Vineyard in Massachusetts on Saturday; Obama’s birthday was Wednesday.

Obama and former first lady Michelle Obama originally planned a star-studded party with guests including George Clooney, Steven Spielberg and Oprah Winfrey, among others. However, Massachusetts Gov. Charlie Baker said the gathering was “not a good idea” now that coronavirus cases are going back up, due mainly to the more contagious Delta variant.  Additionally, Dukes County – which includes Martha’s Vineyard – has been identified by the CDC as a “moderate” risk community. Last month, Martha’s Vineyard issued an indoor mask advisory.

Obama spokeswoman Hannah Hankins said in a statement: “Due to the new spread of the Delta variant over the past week, the president and Mrs. Obama have decided to significantly scale back the event to include only family and close friends. He’s appreciative of others sending their birthday wishes from afar and looks forward to seeing people soon.”

New York International Auto Show canceled amid spike of COVID cases due to Delta variant

shutterstock_503781289

For the second straight year, the New York International Auto Show has been cancelled. In a statement Wednesday afternoon, auto show president Michael Schienberg announced that the convention was being canceled due to spiking COVID-19 cases due to the highly-contagious delta variant.

Schienberg said, “As custodians of the 121-year-old New York Auto Show, we are committed to providing a safe environment for everyone including attendees, exhibitors, and the thousands of men and women who put the Show together. Over the past few weeks, and especially within the last few days, circumstances have changed making it more difficult to create an event at the high standard that we and our clients expect. The Covid pandemic has challenged our City, the country and the entire world, but just like the automobile industry, we know that the New York Auto Show will rebound and be bigger and better than before.”

The auto show was founded in 1900 and is one of the auto industry’s most popular conventions with more than 1 million attendees each year. This year’s event was set to begin on Aug. 20, just one day before the highly anticipated “We Love NYC” concert in Central Park. It’s not clear if organizers of that show, or other upcoming shows in NYC, will be making similar decisions to postpone or cancel events.

SPORTS FEEVER – August 5, 2021

biermaier-and-mclaughlin

There has been a coaching change for Crookston Pirate Football and as you would expect it hasn’t been easy for everyone involved.

It sucks because there isn’t a better guy out there than Scot Butt.  He is a great person and genuinely cares about the kids and my oldest son, Blake, is one of his biggest fans.  Scott has been nothing but great to Blake before he played for him, while he played for him, and after he played with him.   He looks up to him as a father figure and friend.  I have nothing but good things to say about Coach Butt as a person.  He is a everything you would want in a friend.

I am friends with most of the coaches and Scott is no different.  Coaches are all good people.  They try to do the best they can for little pay.  It is a thankless job.  One thing we all know is if the coaches could coach at an orphanage life would be perfect for them.  I wish Scott well and understand why he is bummed.

He isn’t the only one bummed.  I have heard that some of the seniors might not come out for football this year.  First of all, let me tell you a personal story.  I wasn’t going to play football my freshman year.  I was skinny, not very tough, and had a friend talk me into not going out.  I went home and told my dad and he said they hell you are.  You get your ass back there and play.  I went back with my tale in between my legs, starting lifting a little, worked hard and I am thankful my dad made me go back out.  I hated practices (none of the equipment fit me, the helmet was super tight), but there was NOTHING better than Friday nights!!!  It was the greatest experience of my high school career.  We played in some packed gymnasiums in the basketball playoffs, including UMC and that was a close second, but football Friday Night lights was still the best.

For those seniors (and their parents) thinking of not going out, don’t do something you will regret the rest of your life.  Unfortunately, people come and go, coaches, friends, co-workers, etc.  So, put on your big boy pants, grow up, and use it as fuel to kick some ass and win some games in honor of Coach Butt.    Also, the new coach is another great person with Nate Lubarski taking over.  He is going to hold the players accountable, and he is helping the program out in a time of need.  Even if it isn’t the ideal situation for anybody.

Give it a chance and besides the Barnesville game, you won’t regret it!!!

Crookston High School‘s online registration for fall sports isn’t up and running yet.  The school will send out an instant alert and let KROX know when it is ready to take registrations.

Nate Lubarski has been named the new Crookston Pirate Football coach pending Crookston School Board approval.

Lubarski has been instrumental in reviving the weight room numbers and selecting certain equipment for interval training in the recently redone Crookston High School weight room.  Lubarski has also been a football coach on several levels from youth, junior high, and assistant varsity coach.  He also owns and operates Crookston United Insurance.

Lubarski told KROX that they want as many kids as possible to come out for football and they will likely play.  Everybody has a role on the team and they have a goal to platoon as many players as possible to keep them fresh.  He said they want to form a strong team mentality and have team goals, not individual goals.

Lubarski is a 1993 graduate of Argyle High School and played on the Argyle state runner-up football team his sophomore season where they lost to Hills Beaver Creek.  Lubarski’s high school coach was Jim Guetter.
After high school, Lubarski played at the University of North Dakota from 1993 to 1997.  He started as quarterback, was moved to tight end until a player named Jim Kleinsasser joined the Fighting Sioux program and Lubarski was moved to fullback.

Coaching is in the blood as Lubarski is the son of Conrad “Connie” Lubarski who coached in Argyle for seven years (1977-1983).  Nate’s brother, Nevin, is the boy’s basketball coach for Stephen-Argyle Central.

The Crookston Pirate football coaching staff will have a smooth transition with everybody staying on staff under Lubarski.
Defensive Coordinator – Darin Zimmerman
Offensive Coordinator – David Hennings
Assistant coaches – Brett Brenden, Dan Rooney (Strength and conditioning), Bryan Boll (volunteer).

The first day of practice for 9-12th graders will be Monday, August 16 from 6:30 to 10:30 a.m.

The Minnesota State High School League is in wait-and-see mode as far as facemasks and COVID.  Board President Troy Stein said the board is closely monitoring the number of mask mandates. The Board of Directors talked about the application of medical information and guidance to member schools in the event that participants or communities are affected by COVID. League staff and the Board will continue to monitor changing guidance and recommendations from the CDC, MDH, MDE and other sources.

On a positive note, the MSHSL is giving school districts a break on their bill this year.  In their meeting on Tuesday, they decided the following.  The Board of Directors approved a motion to reduce the projected 2021-2022 membership dues by $1.063 million!!

The Minnesota State High School League’s Board of Directors today approved a credit to the 2021-2022 invoices of member schools that total approximately $1.063 million. The approval was made during the board’s first meeting of the school year, which was held at the Little Crow Conference Center. The approval is effective immediately.

Based on the board policy formula for earmarking reserves, 60 percent of the $1.063 million will be used to reduce school’s activity registration fees from $225 to $160 for each registered activity.  The remaining 40 percent will be used to reduce the MSHSL enrollment fee per participant from $6.35 to $4.60.

“The Board of Directors met and approved a 2021-2022 Budget Adjustment, and consequently, approved a reduction of membership dues for the 2021-2022 school year,” said board president Tom Jerome, the superintendent of schools in Roseau. “This is terrific news for our member schools and we look forward to an exciting year filled with opportunities and growth for our students, member schools and all others associated with the Minnesota State High School League.”

The surplus was created when revenue items during the 2020-2021 school year generated income higher than expected. Those sources included forgiveness on a Paycheck Protection Program loan, attendance at winter and spring tournaments, sponsorships, and events televised by the League’s broadcast and streaming partners. In addition, extensive cost-saving measures were implemented by League Staff throughout the year.

The board also approved a motion for the state meet/state tournament format for Boys and Girls Cross Country and Boys and Girls Soccer. Both activities are adding a class beginning in the fall of 2021. Cross country will have three classes and run six races on Saturday, Nov. 6. Soccer will have semifinals and championships in three classes at U.S. Bank Stadium. Third-place games will be played at a venue to be determined. Discussion will continue on a state tournament format for girls volleyball, which is adding a fourth class, and Nordic Skiing, which is adding a sprint race to its meet.

They also approved the following –

Approved the football state tournament quarterfinal and semifinal pairings from 2021 through 2026.

Approved a motion that directed League Staff to do more exploration and provide a recommendation on Transfer and Eligibility during COVID to the Executive Committee at the next Executive Committee Meeting next week.

Approved the final disbursement of $90,000 from the MSHSL Foundation transfer to the 16 Regions.

Approved the wide-reaching insurance coverage of $760,840 for the school year inclusive of Catastrophic Health Insurance and Concussion Insurance for all student participants.

Wow……The Olympics have been fantastic, especially the 400-meter men’s and women’s hurdles.  They were the best and most exciting races/events I have watched so far.

Speaking of the 400-meter hurdles, Thief River Falls’ Meleah Biermaier competed in the 2015 New Balance National Track Championships and as you would expect there was some pretty good talent at the meet.  Meleah ran against the future World Record holder and Gold Medalist Sydney Mclaughlin.  In 2016 they met up again at the USATF Jr Championships. Sydney blew the competition away that included another Olympic finalist, Anna Cockrell. Below is a picture of Meleah and Mclaughlin.

I am actually regretting UMC cutting football as we approach the first full year UMC hasn’t competed.  I will miss the excitement of the Saturdays, especially the road games where they had big crowds, bands, and all the college feels.  It will be missed, but to be honest having a full broadcast team for high school football on Friday nights will be nice too.

With that said, the Northern Sun Conference has released the pre-season football coaches poll.  Surprise, surprise, Minnesota State Mankato is the top pick again!

Four old-timers were playing their weekly game of golf, and one remarked how for Christmas this year he’d love to wake up on Christmas morning, roll out of bed, and without an argument go directly to the golf course, meet his buddies and play a round.

His buddies all chimed in and said, “Let’s do it! We’ll make it a priority, figure out a way, and meet here early on Christmas morning.”

Months later, that special morning arrives, and there they are on the links. The first guy says, “Boy, this game cost me a fortune! I bought my wife such a diamond ring that she can’t take her eyes off it.”

Number 2 guy says, “I spent a ton too. My wife is at home planning the cruise I gave her. She was up to her eyeballs in brochures.”

Number 3 guy says ” Well, my wife is at home admiring her new car, reading the manual.”

They all turn to the last guy in the group and he is staring at them like they have lost their minds. “I can’t believe you all went to such expense for this golf game. I patted my wife on the butt and said, ‘Well babe, is it sex or golf?’ and she said, ‘Take your sweater, looks like it might be windy out there’.”

SPORTS FEEVER – August 5, 2021

biermaier-and-mclaughlin-2

I am not sure where the ad came from on the left-hand side of the column Thursday morning.  I think it was a copy and paste issue on one of the jokes.  I figured it out and now it is gone.

Scott has been nothing but great to Blake before he played for him, while he played for him, and after he played for him.

You get your ass back out there and play. We played in some packed gymnasiums in the basketball playoffs, including UMC, and that was a close second, but football Friday Night lights was still the best.

Minnesota State Mankato was selected by the league coaches as the overall and south division preseason favorite in the NSIC for 2021. The Mavericks received 12 first-place votes (coaches cannot vote for their own team) and amassed 168 points, 24 points ahead of Minnesota Duluth (144), which was the unanimous choice in the north division. Augustana was third with 140 points and a first-place vote while Sioux Falls was fourth at 135.  Winona State was picked fifth overall with 126 points and the final first-place vote.

NSIC football will consist of 14 teams divided into two divisions (north/south). Concordia-St. Paul will move to the north division in 2021 as each team will play 11 conference games that will count towards the NSIC Overall Championship as well as six divisional games that will count towards the NSIC North/South Division Championships. In all, three league champions will be awarded (Overall Champion, North Division Champion, South Division Champion). Ties will not be broken for overall or division champions. The first four weeks will be cross-divisional contests, with the final cross divisional contest taking place randomly during the remainder of the season.

COACHES POLL OVERALL –
1. Minnesota State Mankato (12) – 168
2. Minnesota Duluth – 144
3. Augustana (1) – 140
4. Sioux Falls – 135
