FOUR POLK COUNTY DEPUTIES SWORN IN AT POLK COUNTY COMMISSIONERS MEETING

The Polk County Board of Commissioners met on Tuesday morning at the Polk County Government Center.

CONSENT ITEMS

The board’s consent items included approving the Auditor Warrants and to approve the minutes for October 18 and the 25. The board approved the agenda unanimously.

HIGHWAY-RICHARD SANDERS

The board was then approached by County Engineer Richard Sanders, who came forward with a set of quotes he had sent out for snow removal in parking lots and sidewalks for Polk County Facilities (Polk County Government Center, Justice Center, Sheriff’s Office, etc.) from October 1, 2022, to October 1, 2026. He came forward with a quote from Total Lawn Care for $485 per event. When Commissioner Joan Lee asked how much the services had gone up since the last time they sent out quotes for snow removal services, Sanders explained that it had only gone up $40 since 2018.

Bridge Replacement Priority List

Sanders then came forward with a request from the state for a resolution prioritizing bridge replacements in Polk County. “The State of Minnesota requires us to submit a bridge priority list to them so they know which bridges within our county we prioritize for bridge funding. So, as the townships request culverts and bridges to be replaced, we put those locations on the list so they can have town bridge or bonding dollars put towards them,” Sanders explained. “We put our county bridges on there as well, so we have a list of about 25 bridges on our bridge priority list, and as we get those plans done and submit them to the state, the state will fund them with the appropriate funding.” The board approved both motions unanimously.

PLANNING AND ZONING-JACOB SNYDER

The board was then approached by Assistant Environmental Services Administrator Jacob Snyder, who came forward with a request from Isaac Larson to amend section 2.5 of the original PUD for the Backlot Development Second Common Interest Community from back in 2018. Screening the construction of several 40 x 60 storage buildings in the Agricultural Zoning District in Section 34 of Grove Park Township was still an important aspect. Larson attempted to plant three rows of off-setting trees to satisfy the 2018 PUD conditions. But the trees did not survive in the area of the fence separating the property, which did not satisfy the PUD, so Snyder met with the applicants to make an amendment to the PUD conditions to make the fencing the screening for the construction instead.

Revocation for Resolution #2015-19 & resolution #2016-9

Snyder continued with the parcel with a request by Isaac Larson to approve the revocation of resolutions #2015-19 and #2016-9 to revoke previous resolutions for the conditional use project as they were issued by the former owner, Kurt Larson, and were never acted upon. These CUPs included building storage units that never moved forward and now were null and void as they were never acted upon.

Preliminary Plat- Buhns Bay Addition

Snyder’s final item he brought forward was a preliminary plat that was proposed to plat four riparian parcels from of portion of land in the Shoreland overlay district on Maple Lake that encompassed over 48.6 acres of land located in Section 5 of Woodside Township. “Buhns Bay plat is along the back bay of Maple Lake. It’s a really scenic route area to create four residential lots there. One of the lots is pretty large. It’s about 32 acres with a lot of fields. We went through the steps for preliminary approval today, and there are still a few things that need to get polished on the plat, and then we’ll be back for final review.” Snyder also reported they would utilize CSAH 12 as the public road frontage to the parcels. The board approved all motions unanimously.

POLK COUNTY SHERIFF’S OFFICE-JAMES TADMAN

Polk County Sheriff James Tadman then approached the board to perform an Oath of Office for four new deputies to the Sheriff’s Office. These deputies included Brittney Neil, Jarrin Gunderson, Dylan Van Der Stad, and Jordin Gunderson. Pictures of the deputies with Polk County Sheriff James Tadman can be seen below.

HUMAN RESOURCES-ALECIA HELMS

The board then heard from Human Resources Director Alecia Helms who came forward to approve a settlement agreement that had been reached through legal counsel with former employee Cynthia Muggli regarding pending litigation for an existing Insurance Fund balance that was discussed with the board in a closed session on September 27, for $10,000. The board approved the motion unanimously.

ADMINISTRATION-CHUCK WHITING

The board finished the meeting hearing from County Administrator Chuck Whiting, who had an update about the 2023 Budget. Whiting showed the new taxes and tax rate the preliminary levy would create, which would be about $603,844. With that, he found that compared to other tax rates in recent history lowered the rate to 45.432%, and without Enbridge’s wage plan, that would also drop it to 44.239%, which was a decrease from 2022 at 46.453%. He noted that this could be a thing they could use with the fund balance to help find things to cut to lower the preliminary budget. “We talked quite a bit about rates, and it was certainly interesting and suggests that the actual value of our parcels in our county are going up more than the levy is, even at five and a half percent,” Whiting explained. “We still have a target to get down to three and a half percent range, but I had a couple of ideas that I wanted to share with the board of maybe how to look at that and identify using this differential from the Enbridge property tax payments.” He then gave another update on the American Rescue Plan funds. One change he had made was reducing the addition of a mobile radio unit from two to one to reduce the amount to $192,797. The projected Grand Total was currently at $6,737,708, which gave them a balance of $645,619 over their allocation of $6,092,089. He then showed the current payroll budgets that would be changed for 2023 and had four departments finished already and still had to aggregate the wages and bring the results back to the department heads to help them figure out their budgets. However, he reported that the Human Resources Department was working with the County’s Labor Attorney to learn the actual wages for each of the unions, and the employees would be able to see the impact the David Drowns study would have on their salaries. With these new developments, he reported he would continue to work with the wages and other requests to see what he could cut and have a new report of lower budget numbers by their next meeting.

The Board of Commissioners will next meet on Tuesday, November 15, at the Polk County Government Center.

3 children among 14 injured in Chicago drive-by shooting on Halloween

Three children were among fourteen people shot in a drive-by shooting in Chicago on Monday night. Chicago Police Superintendent David Brown said at a news conference that no deaths were reported in connection with the shooting, and an additional person was struck by a vehicle while attempting to escape the scene.

The victims range in age from 3 to 56, with two in critical condition and a woman of an unknown age in unknown condition suffering a gunshot wound to the torso, police said. Of the children shot, one 3-year-old boy is in serious condition suffering a gunshot wound to both legs, an 11-year-old girl is in serious condition suffering a gunshot wound to the leg, and a 13-year-old boy is in serious condition with a gunshot wound to the torso and leg, according to police. The victims have not been identified.

Police said Tuesday afternoon that the shooter remains at large, and the incident is under investigation. The shooting occurred at the intersection of California Avenue and Polk Street at around 9:30 p.m. in the area of Garfield Park, and was partially captured on surveillance video. Brown said: “We know it’s a drive-by. We know it happens in just a few seconds. It begins and then it’s over, about three seconds the car is pulling out after driving by and shooting randomly, really, into the crowd.”

Mayor Lori Lightfoot condemned the violence in a statement, and called for the public to come forward with information on potential suspects. Said Lightfoot:  “The Chicago Police Department has been hard at work through the night to bring the perpetrators to justice. Chicago Police Department detectives have identifying video, are talking with victims and witnesses, and have taken other investigative measures to track down those responsible. We are also coordinating with community organizations to support the victims and their families in their time of crisis.”

Supreme Court dismisses Lindsey Graham’s request to block Georgia grand jury

On Tuesday, the Supreme Court rejected Sen. Lindsey Graham’s request to block a grand jury subpoena for testimony in an investigation into attempts to overturn the results of the 2020 presidential election. Graham was among the notable Republicans to pressure him to toss out mail-in ballots in an attempt to overturn the election results, according to Georgia Secretary of State Brad Raffensperger. Graham asked the Supreme Court to intervene, arguing his conversation with Raffensperger was protected speech or debate.

Supreme Court Justice Clarence Thomas protected Graham from testifying last week, to which Fulton County District Attorney Fani Willis replied with a response to Graham’s request, noting it was crucial to hear his testimony: “While the harm to the public’s interest in the timely and effective resolution of this investigation would be certain, Senator Graham faces no danger of harm should a stay be denied.” The District of Northern Georgia’s 11th Circuit Court of Appeals then ruled Graham must testify and the questioning of the senator must be kept specifically to his efforts to persuade Raffensperger on the election results.

The Supreme Court agreed with the lower courts decision, issuing an order on Tuesday stating “a stay or injunction is not necessary to safeguard the Senator’s Speech or Debate Clause immunity”. Graham is currently scheduled to testify on Nov. 17.

Joe Locke to star in ‘WandaVision’ spinoff ‘Agatha: Coven of Chaos’

Variety reported on Tuesday that “Heartstopper’ star Joe Locke, 19, has joined the cast of the new Disney+ and Marvel series Agatha: Coven of Chaos. Locke celebrated the casting news on Twitter, reposting the Variety article along with the emojis: ‘💜💜💜😭

Agatha: Coven of Chaos is a spinoff of ‘WandaVision,’ released on Disney+ in 2021. The new series centers on Agatha Harkness (Kathryn Hahn), a witch who masqueraded as Agnes, the nosy neighbor of Wanda (Elizabeth Olsen) and Vision (Paul Bettany). Hahn will reprise Agatha in the new series, with Emma Caulfield Ford returning as the character Dottie. Details about Locke’s character are being kept under wraps, although sources said he will play a gay teen with a dark sense of humor.

Locke is best known for playing Charlie Spring on the Netflix series Heartstopper, based on a popular web comic and graphic novel. Netflix has already renewed the series for a second and third season.

Taylor Swift announces 2023 “The Eras Tour”

Taylor Swift announced on Tuesday her first tour in four years, dubbed Taylor Swift | The Eras Tour.  Swift shared in a tweet:  “I’m enchanted to announce my next tour: Taylor Swift | The Eras Tour, a journey through the musical eras of my career (past & present!) The first leg of the tour will be in stadiums across the US, with international dates to be announced as soon as we can!  

The U.S. leg of the tour kicks off March 18th in Glendale, AZ with stops in stadiums throughout the country. Double nights are scheduled for Arlington, Atlanta, Philadelphia, Foxborough, East Rutherford, Chicago, and Los Angeles through August. Opening acts for the U.S. leg of the tour are Paramore, Haim, Phoebe Bridgers, Beabadoobee, Girl in Red, Muna, Gayle, Gracie Abrams and Owenn. International dates will be released in the near future.

CROOKSTON CITY COUNCIL AND CHEDA WILL HOLD SPECIAL MEETINGS ON THURSDAY MORNING

The Crookston City Council and Crookston Housing & Economic Development Authority (CHEDA) will have special meetings on Thursday, November 3, in the Crookston City Hall Council Chambers.

The Crookston City Council will only have one item on its regular agenda, which will be to approve the Special Crookston Housing & Economic Development Authority (CHEDA) meeting agenda on Thursday, November 3, at 7:15 a.m.

The only item on the Crookston Housing & Economic Development Authority (CHEDA) Agenda will be to discuss an action on Childcare.

The next City Council meeting will be on Monday, November 7, at 7:00 p.m. in the City Hall Council Chambers, and the next CHEDA meeting will be on Tuesday, November 8, at 5:00 p.m. in Valley Technology Park.

LT. GOVERNOR CANDIDATE MATT BIRK VISITS CROOKSTON MUNICIPAL AIRPORT ON “HEAL MINNESOTA” PLANE TOUR

Republican Governor candidate Scott Jensen and Lt. Governor candidate Matt Birk began another of their recent “Heal Minnesota” Plane Tours across many cities of Minnesota today. The first stop on Lt. Governor Birk’s trip today was at the Crookston Municipal Airport for a meet and greet with the city’s residents. Kirk was joined by his campaign team and was welcomed by Minnesota State District 1B Representative Deb Kiel and North Dakota Senator Kevin Cramer.

We spoke with Lt. Governor Birk to learn a bit more about his and Jensen’s plans to travel around the state and the upcoming election on Tuesday, November 8. “Scott and I are barnstorming the state in the last couple of weeks leading up to the election. Obviously, it’s great to be out here and talk to and meet people, but ultimately, we’re campaigning because we want people’s support, and we want to share our message and our vision for the state,” Lt. Governor candidate Matt Birk explained. “But also, if we win, we have a job to do, and if you’re the Governor and Lt. Governor, you represent all Minnesotans, not just those in the metro area. So, this is invaluable for Scott and me to go out and talk to people and learn what the issues are in Crookston and what they’re concerned about. So, when we are in office, we’re there to do the will of the people, all of the people, so we’re not just here to ask for people’s votes, but spending time out here will serve Scott and me well once we’re in office.” Before the Governor and Lt. Governor candidates began their trips to northwest Minnesota today, they spent the weekend visiting six cities with their wives. They began in Duluth and ended in Rochester to meet with the state’s grassroots. “This whole campaign is built on the people. It’s a true grassroots movement. We have over 43,000 individual donors. We don’t have these billionaires backing us. This is just the people of Minnesota deciding a change needs to be made,” Lt. Governor candidate Matt Birk explained. “That’s not Democrat or Republican. We just need good government. We need people who are going to get into office and are there to serve the people, not to put their party before the people.”

With the election on the horizon for the Governor’s seat and many local and nationwide government seats, Lt. Governor candidate Birk told us a bit more about his thoughts on the election and why he and Scott Jenson were looking to fill the seats. “I think ultimately, Minnesota can do better, and we can do better. We have fallen, we’re a high crime state, our schools are not anywhere near what they used to be, and our economy is very sluggish, whether you’re talking about in the metro area or outside it. There’s so much potential that is untapped in Minnesota, and Scott and I are two try-hard guys. We’ve had a moderate amount of success in other areas, but I think we both have the mindset of, “Why wouldn’t you try to be the very best in everything you do? Why can’t Minnesota be the best place to start and grow a business? Or the best place to raise a family?” Birk explained. “Ultimately, that’s our vision for Minnesota, and I believe that we can get there because I believe in Minnesota. We have some very special people, and I think that there is a moral compass, a character, a work ethic, and respect for one another that’s just part of being a Minnesotan. So, I truly do think that we can be the best, and we’re falling woefully short right now.” State District 1B Representative Deb Kiel was thrilled to welcome Lt. Governor Birk to the city to let the public meet the candidate. “I am thrilled that when a candidate comes up to Crookston because we’re not often visited, and we want them to see what this is like,” Representative Deb Kiel explained. “With the topography and not to mention the benefits of living up here and anytime a candidate or an officer comes up here, it’s really important for us to be able to see those people come up to the district so we can share what is important about rural Minnesota and District 1.”

Matt Birk, Representative Deb Kiel, and North Dakota Senator Kevin Cramer then spoke a few words to the public that had come to the airport for the meet and greet. Birk answered a few of their questions about plans for their campaign and if they won office. After the questions, Birk and his team left on a plane for another meet and greet they were holding in Fergus Falls at 2:00 p.m. and will leave for another in Bemidji at 3:45 p.m. Meanwhile, Scott Johnson had visited Winona and Worthington earlier in the day and would later make stops for other meet and greets at Grand Rapids at 3:00 p.m. and Brainerd at 4:45 p.m.
