MINNESOTA DEPARTMENT OF HUMAN SERVICES WILL ENACT NEW CHILD SUPPORT GUIDELINES ON JANUARY 1ST

department-of-human-services-5

New child support guidelines, effective January 1, 2023, will improve parity between parents and make it easier for them to support their families.

While the updated guidelines will affect everyone who gets or modifies a court order for child support, the changes will likely have the most impact on families with lower incomes and families that include either parent’s child but not a child both parents had together.

The 2021 legislation to change the guidelines was based on recommendations from the Minnesota Child Support Task Force to remedy known issues and increase fairness to parents, resulting in child support orders more tailored for individual situations.

“These new child support guidelines better reflect the current costs to raise children and will result in child support orders that are more consistent for similarly-situated families,” said Assistant Commissioner Tikki Brown, Minnesota Department of Human Services. “More than two years of dedicated work by the parents, legislators, and child support professionals serving on the task force made this happen.”

The new guidelines:

  • Use a basic support table to incorporate more up-to-date economic data on the costs of raising a child. The most recent guidelines were based on economic data from 20 years ago;
  • Provide new minimum basic support amounts, starting at $50 for one child with incremental increases of $10 per additional child;
  • Incorporate a low-income adjustment for parents with combined incomes of $6,000 or less per month. This helps parents who make too much to pay minimum child support but have had child support orders that withhold a percentage of their income they can’t afford;
  • Extend the cap on parents’ combined incomes to $20,000 per month;
  • Assure that in families that include either parent’s child but not a child both parents had together, the children are counted fairly for the purposes of income deductions;
  • Include deductions for children in these families when parents are legally responsible but do not have a child support order.

Courts order child support amounts, which generally include payment for expenses relating to a child’s care, housing, food, clothing, and transportation, along with additional support for medical and child care costs. Courts use the guidelines to set a child support amount by considering the incomes of both parents and the number of children.

County and state child support offices provide services for more than 314,300 parents and more than 220,300 children. In 2021, the child support program collected and disbursed more than $550 million in child support.

NEW PROGRAMS ARE SET TO BEGIN AT THE CROOKSTON PUBLIC LIBRARY FOR 2023

lake-agassiz-regional-library-picture-27

The Crookston Public Library is preparing several new programs in time for the new year with the theme of New Year’s Resolutions.

While several of the library’s programs are returning for another year, like its STEMsational programs and Reading by the Red Book Club, some will see new daily activities families and children can partake in, such as Take and Make activities. “Our Youth Services Librarian, Cassidy Manninen, is working on some things, like a Take and Make activity for younger children every other week, beginning next week, January 3, because we’re closed on Monday for the New Year. Every other week throughout the winter, we’ll have a Take and Make activity, where folks can come in, whether it’s with their kids, grandkids, or daycare kids, and grab a Take and Make activity that they can do at home or if it’s a stormy day or whatever it might be,” Crookston Public Library Director Chris Boike explained. “Next week’s Take and Make activity, the first one, will be making an aquarium out of stickers, paper fish cutouts, and tissue paper waves, so she’ll have some fun things going there.”
Other events include the return of the library’s Baby Bounce, which happens on the first and third Tuesday of each month from 10:30 to 11:00 a.m., where infants and preschoolers can enjoy songs, stories, and action poems with their caregivers. A new event the library is looking to begin a new regular event called Art by the Red, on Monday, January 9, from 6:00 to 7:30 p.m. for people to partake in unique art and crafts projects every second week of the month. Another will be a virtual collagraphy class also starting on January 9, at 7:00 p.m. for people throughout the region. “That’s virtual for all Lake Agassiz regional folks, and it’ll be shown virtually throughout the region. You can check out our website for that,” Boike explained. “There’s no registration required, and it is an actual legacy event which will kick off an array of events that haven’t yet been released completely for the winter and spring but will be forthcoming, so you can keep an eye out for those as well.” To learn more about the class, you can go to www.larl.org/collagraphy.

The library is also beginning its Book Blizzard challenge on the first of January until the end of February for adults to complete readings for a chance to win prizes. “We’ve got our Book Blizzard, which starts January 1 through February 28. There’s always the Book Blizzard Challenge for adults, so they can come in or go online, fill out reading logs, submit those for prizes, and track their reading,” Chris Boike explained. “Which can help them get off with their New Year’s resolution of reading more and get off to a great start with that fun challenge.”

The library will be open only from 10:00 a.m. to 2:00 p.m. tomorrow, December 31, and will be closed on January 1 and 2 but will resume its regular hours on January 3. The library welcomes everyone to come to these events or get their library cards. While there, people can also get Minnesota State Parks Library Passes for those interested in snowshoeing or cross-country skiing this winter. With there also be a Twinkle Light Trail at Itasca State Park next month. If you are unable to come into the library to get a card, you can fill out an online application at www.larl.org.

President Biden signs $1.7 trillion government spending bill

shutterstock_2229011449

President Joe Biden on Thursday signed a $1.7 trillion government spending bill, averting a government shutdown. The bill includes more aid to Ukraine and funding for his domestic priorities.

The White House said Thursday that the bill ‘caps off a year of historic bipartisan progress for the American people:’  The bill will advance cutting-edge research on cancer and other diseases, make communities safer, deliver for our veterans, prioritize mental health care, improve access to high quality health care for Indian country, and strengthen worker protections for pregnant women. It also provides the resources needed to support Ukraine, provides the highest funding level for the Violence Against Women Act in history, and takes long overdue action to shore up our democracy and preserve the will of the people by reforming the Electoral Count Act.

Biden tweeted“Today, I signed the bipartisan omnibus bill, ending a year of historic progress. It’ll invest in medical research, safety, veteran health care, disaster recovery, VAWA funding – and gets crucial assistance to Ukraine. Looking forward to more in 2023.”

The bill was approved last week by the Senate and House of Representatives after a speech by Ukrainian President Volodymyr Zelenskyy before Congress in a plea for funding to “guarantee the future of our common freedom.” The spending package will provide an additional $45 billion in emergency assistance for Ukraine The spending plan includes $772.5 billion for domestic priorities, and $858 billion for defense. The bill also includes roughly $40 billion in disaster relief for communities recovering from hurricanes, wildfires, drought and other natural disasters. It also includes reforms to the Electoral Count Act, and a ban of the use of TikTok on government phones, among other projects for lawmakers.

Brazilian soccer legend Pelé dies at age 82

shutterstock_1370411072

Brazilian soccer icon Pelé has died after battling cancer, his family announced Thursday on social media. He was 82.

Born Edson Arantes do Nascimento, the man widely known as Pelé died at the Hospital Israelita Albert Einstein in Sao Paulo, Brazil. Pelé’s cancer was discovered when he underwent colon tumor removal surgery in 2021. He was admitted to the hospital Nov. 29 for a respiratory infection, and was re-evaluated for the chemotherapy treatment. The hospital said last week that his colon cancer had progressed and continued to impact his kidney and heart function, saying in a news release: “The Hospital Israelita Albert Einstein regretfully confirms the death of Pelé, today, December 29, 2022, at 3:27 p.m, due to multiple organ failure, a result of the progression of colon cancer associated to his previous clinical condition. Hospital Israelita Albert Einstein sympathizes with “the family and everyone who suffers from the loss of our dear King of Football.”

Pelé was a three-time World Cup champion, scoring 12 times in 14 career appearances at the tournament. Additionally, he scored nearly 1,300 goals over his professional career. Pelé’s daughter, Kely Nascimento, wrote on Instagram: “Everything we are is thanks to you. We love you infinitely. Rest in peace.” In addition, a message posted to Pelé’s Instagram account read: “Inspiration and love marked the journey of King Pele, who peacefully passed away today. On his journey, Edson enchanted the world with his genius in sport, stopped a war, carried out social works all over the world and spread what he most believed to be the cure for all our problems: love. His message today becomes a legacy for future generations. Love, love and love, forever.”

Tributes to Pelé flooded social media Thursday afternoon, with messages from the Brazilian Football Confederation and other national teams, and players from around the world including Neymar Jr., Lionel Messi, Kylian Mbappe and Cristiano Ronaldo. Ronaldo wrote on Instagram: “My deep condolences to all of Brazil, and in particular to the family of Edson Arantes do Nascimento.  A mere ‘goodbye’ to the eternal King Pelé will never be enough to express the pain that the entire football world is currently embracing. An inspiration to so many millions, a reference yesterday, today and forever. The love you always showed me was reciprocated in every moment we shared even from distance. He will never be forgotten and his memory will live forever in each and every one of us football lovers. Rest in peace King Pelé.”
