GRAND FORKS MAYOR SAYS THE CITY WILL NOT ALLOW FUFENG PROJECT TO GET PERMITS

637541834131970000-e1675287255103917051

Grand Forks Mayor Brandon Bochenski released a statement on the Fufeng USA Project proposed in Grand Forks.  The statement is below –

“The City of Grand Forks (City) has continued to operate in good faith over the last 16 months of due diligence while awaiting an official response from the Federal Government.  Construction was paused during the review by the Committee on Foreign Investment in the United States (CFIUS), which ultimately concluded that Fufeng USA’s (Project) acquisition of property in the City was not within the jurisdictional purview of the national security agency.  The Federal Government has requested the City’s help in stopping the Project as geo-political tensions have greatly increased since the initial announcement of the Project.  The only remedies the City has to meet this directive is to refuse to connect industrial infrastructure and deny building permits.  As Mayor of the City of Grand Forks, I am requesting these remedies be undertaken and the Project be stopped, pending City Council approval.  These actions do not affect the land ownership as the company will still legally own the land they have purchased.  The response from the Federal Government during this process can only be viewed as slow and contradictory.  This directive leaves open the question of other entities with Chinese connections across the nation, to include Grand Forks’ Cirrus Aircraft site location and Chinese students and professors at the University of North Dakota.

I want to thank Senators John Hoeven and Kevin Cramer, and Representative Kelly Armstrong for their continued support throughout the process.  Governor Burgum and the State of North Dakota have been great and steadfast partners in the vetting and undertaking of these types of major and challenging projects for the benefit of our great State of North Dakota.  I am thankful for the work done by the City to lay out a long and thorough review process that allowed for the utmost due diligence.  As always, our commitment to the Grand forks Air Force Base has never been stronger and we look forward to the future.”

This week’s Athlete of the Week is Crookston Pirate Girl’s Hockey player Reese Swanson. “When I think of Reese (Swanson) I think key player to our program,” said Pirates coach Emily Meyer. “She is the kind of player that regardless of where she plays, she can have success and thrive. I think everyone kind of looks to her to make big plays when we need them, and she’s just having a great season.”

Reese Swanson

The junior leads the team in goals this season with 19 and has also added 8 assists for a total of 27 points which is good for third on the team. Swanson has been playing since she was just two years old and has continued to thrive year after year. “I think she is an all-around better player this year and her confidence is really showing in her game,” said coach Meyer. “She knows what she wants and what she is working towards, and I think that drive has helped her become the player she is.”

Swanson also agrees that she is having one of her best seasons ever and gave a lot of credit to all the work that was done during the offseason. “I feel like all the different camps I went to this summer really helped me improve my game coming into the season,” said Swanson. “Specifically attending some shooting camps has helped my shot a lot and made me a better shooter.”

The Pirates are 15-5-2 on the season and should earn the #2 seed in the Section 8A Tournament that will begin next week. Swanson and the rest of the team have their sights set on a State Tournament appearance, but regardless of what happens, they just want to make sure they have no regrets. “I think it’s important that we just continue to have fun as we try and make the State Tournament,” said Swanson. “If it doesn’t end up going our way, I think it’s important that we know we gave it our all, and then for everyone coming back, it’ll be time to work hard in the offseason to try and do it next year.”

Away from the ice, Swanson is the starting goalkeeper for the Pirates Girl’s Soccer team, and also plays on the Softball team in the spring.

CROOKSTON 2022 BUILDING INSPECTIONS AT HIGHEST NUMBERS SINCE 2019

img-7767-560x420748971-1

At the last City Council meeting on January 23, Crookston Building Inspector Greg Hefta reported that the city’s construction and permit numbers had nearly doubled from the amount permitted in 2020 and even succeeded their numbers in 2019, showing the department is returning to pre-pandemic amounts.

Building Inspector Hefta reported that when the pandemic began in 2020, the city had just over $5 million worth of permittable permits and/or evaluations associated with permits but has seen that amount nearly double in 2021 at $9.6 million before it did double in 2022 with just over $10 million of permitted work done in the city. “For new single-family dwellings in 2022, there were six new units for about $1.6 million plus regarding those, and the industrial portion of the work that came in for the city was $3.8 million,” Building Inspector Greg Hefta explained. “Those two numbers were part of that $10 million current construction for the city of Crookston for the year 2022.” Along with doubling its numbers from the beginning of the pandemic, the department has even reached numbers higher than before the pandemic. Hefta reported that the department had spent about $9.2 million in 2019 and had made just under $1 million more than 2019’s construction costs.

We met with Hefta at the beginning of July, where he reported that building inspections were low for the summer in residential construction buildings, where he had only seen one new construction. But soon after, Hefta reported that several projects had sprung up near the beginning of August that added several new projects to the city. “I was surprised at the interest after when there was such a quiet beginning of the year, but to be honest, that’s the nature of the game. You can’t predict what people are going to build. I’m happy for the city of Crookston, the tax base, and everybody else as they have a new residence as well,” Building Inspector Hefta explained. “There were six residential homes they individually decided to move forward with. There’s two that are going to be done on Eickof, one on 3rd Avenue North, two on 5th Avenue South, and one other one on Washington as well.” Hefta explained the home on Eickof Blvd. was a modular home that was recently placed with the foundation, and site work was completed in several areas over the fall, and are waiting to continue the construction for the roughing, framing, and roofing during the spring. On the industrial side, Hefta says the main project is the Ag Innovation Campus that is currently being built on Ingersoll Ave. with their several-phase project and accessory buildings.

With a strong end to 2022, Building Inspector Hefta has seen an increase in permit evaluations for projects for 2023 to continue the city’s high construction numbers. “From the amount of permits that have been taken out, I’ve already seen an increase in evaluations for what’s coming this year, but this is very early in the year, and things can change in a dime,” said Hefta. “If I had a crystal ball, I’d say it’s looking good, but let’s wait until the end of 2023 for a better view.” With any future residential construction plans, Hefta reported that the city has updated its fee structure, requiring $50 per permit for fencing, signs, curb cuts, etc. These permits are flat fees and are not based on evaluation like other city permits. All permits must be dropped off at the Building Department Office in the back of City Hall during City Hall hours.

Pictures of two of the current constructions on Eickhof Boulevard and 5th Avenue South can be seen below-

Vice President Kamala Harris will attend the funeral of Tyre Nichols in Memphis

shutterstock_1380838355294927

The office of Vice President Kamala Harris announced that she will travel to Memphis, Tennessee, to attend the funeral of Tyre Nichols on Wednesday.

Civil rights lawyer and Nichols’ family attorney Ben Crump said Nichols’ mother, RowVaughn Wells, and stepfather, Rodney Wells, spoke by phone with Harris for more than 30 minutes on Tuesday about Nichols’ death. Crump said in a statement: “Tyre’s parents invited Vice President Harris to the funeral tomorrow, and were pleased that she accepted their invitation. Mr. and Mrs. Wells are grateful for Vice President Harris reaching out to them during this heartbreaking time and for her sensitivity on the call.”

The 29-year-old Nichols, a black man, died on Jan, 10, three days after he was beaten by Memphis police officers at a traffic stop. Graphic footage of the incident was recorded on officers’ body cameras, and the footage was released to the public on Friday, sparking nationwide outrage. As a result, five officers were fired and charged with second-degree murder in Nichols’ death. Two other officers were relieved of duty amid an ongoing investigation. Three fire department personnel (two EMTs and a lieutenant) who responded to the scene were also fired.

The funeral will be held at Mississippi Boulevard Christian Church, where Harris will join several other senior White House officials, including Keisha Lance Bottoms, senior adviser to the president for public engagement, Mitch Landrieu, senior adviser and infrastructure implementation coordinator, and Tara Murray, deputy director of the Office of Public Engagement. Breonna Taylor’s mother, Tamika Palmer, and George Floyd’s brother, Philonise Floyd, will also be in attendance. The service is set to begin at 11:30 a.m. ET.

President Biden highlights infrastructure grants for NYC train tunnel

shutterstock_2210954843592490

President Joe Biden announced during a visit to New York City on Tuesday $1.2 billion in federal funding for nine key infrastructure projects, the largest of which is the Hudson Tunnel Project on the northeast commuter rail corridor.  The $292 million for the Hudson Tunnel Project will see an entirely new tunnel built, followed by heavy refurbishment of the two existing single-track crossings. The multimillion-dollar investment comes from the National Infrastructure Project Assistance Discretionary Grant Program, part of Biden’s $1.2 trillion infrastructure bill, passed in late 2021.

The current tunnel’s two separate tubes opened in late 1910 and carry Amtrak and New Jersey Transit trains under the Hudson River and connect Manhattan’s Pennsylvania Station with Weehawken, N.J. They allow for a maximum of 24 trains per hour on what is the busiest commuter rail corridor in the country. More than 450 trains carry 200,000 passenger trips per day during the week through the tunnel. Both underpasses were damaged during Hurricane Sandy in 2012. The U.S. Department of Transportation says on the project website: “It is in poor condition as a result of storm damage and requires regular and, occasionally, emergency maintenance that disrupts service for hundreds of thousands of rail passengers throughout the region. Despite the ongoing maintenance, the tunnel’s systems continue to degrade and can only be addressed through a comprehensive rehabilitation of the tunnel.”

Biden also highlighted eight other large infrastructure projects across several states. The other major grants announced is $250 million for the Brent Spence Bridge connecting Ohio and Kentucky, as well as $150 million for the Louisiana Department of Transportation for improvements to the Calcasieu River Bridge along a busy stretch of interstate, and also $117 million to improve a two-mile corridor of Illinois’ Metra Commuter Railroad. That corridor includes 11 separate bridge replacements.
