ATF GIVES CLARIFICATION FOR GUN OWNERS CONSIDERING USING MARIJUANA IN MINNESOTA

image003-e1685506970203633701

The Bureau of Alcohol, Tobacco, Firearms, and Explosives provides clarification for gun owners and potential gun owners who may be considering using marijuana given Minnesotas recent ease on marijuana restrictions, drawing attention to the distinction between state and federal law.

The federal Gun Control Act of 1968 prohibits any person who is an unlawful user of or addicted to any controlled substance as defined by the Controlled Substances Act of 1970 from shipping, transporting, receiving, or possessing firearms or ammunition.

Regardless of the recent changes in Minnesota law related to the legalization of marijuana, an individual who is a current user of marijuana is still federally defined as an unlawful user of a controlled substance and therefore is prohibited from shipping, transporting, receiving, or possessing firearms or ammunition.

Until marijuana is legalized federally, firearms owners and possessors should be mindful that it remains federally illegal to mix marijuana with firearms and ammunition, said ATFs Acting Special Agent in Charge Jeff Reed, of the St. Paul Field Division. As regulators of the firearms industry and enforcers of firearms laws, we felt it was important to remind Minnesotans of this distinction as the marijuana laws adjust here in the State of Minnesota.

People who are looking to purchase firearms must attest whether or not they are an unlawful user of marijuana on anATF Form 4473during a firearm transaction.

As states began easing restrictions on marijuana,ATF issued an open letterto Federal Firearms Licensees in 2011 to provide guidance on how to best comply with federal firearms laws and regulations.

The 2011 guidance reminds Federal Firearms Licensees that it is unlawful to transfer a firearm to any person knowing or having reasonable cause to believe that the person is an unlawful user of a controlled substance.

The Controlled Substance Act recognizes five categories while classifying various drugs, substances, and other chemicals. Marijuana is considered a Schedule I drug, which under federal definition, has no accepted medical use and a high potential for abuse. Other drugs in this category include heroin, LSD, ecstasy, etc.

Federal law does not provide any exception allowing the use of marijuana for medicinal or recreational purposes.

ATF is a law enforcement agency that protects our communities from violent criminals, criminal organizations, the illegal use and trafficking of firearms, the illegal use and storage of explosives, acts of arson and bombings, acts of terrorism, and the illegal diversion of alcohol and tobacco products.

POLK COUNTY FAMILY RESOURCE CENTER TO HOST GRAND OPENING JUNE 1

grand-opening-2-e168550604944355375

The Polk County Family Resource Centers (FRC) will host a Grand Opening event at the Crookston Library on Thursday, June 1, from 4:00 to 6:30 p.m., featuring yard games, door prizes, and a pizza party.

The event will create a chance for families across the county to preview the programs and supports we have to offer parents looking to strengthen their parenting skills and enhance their leadership development.

Polk County is one of seven counties in the State of Minnesota piloting Family Resource Centers (FRC). Polk County Social Services has been meeting with our core stakeholders group (Crookston Public School District, East Grand Forks School District, Alluma, Polk County Public Health, CareerForce, Campbell Library, Crookston Public Library, and Tri-Valley Opportunity Council) for about eight months.

There has been great energy and momentum among our core stakeholders and other collaborative partners, we all share the same vision and mission in serving our community, strengthening families, and supporting better outcomes for children and families, says Polk County FRC Coordinator, Victoria Ramirez. We are launching our Crookston site on June 5th, with plans for launching our East Grand Forks site within the next few weeks. We are also engaging in conversations with community partners in future developments to serve our East Polk County communities. I am very excited to be a part of this emerging initiative and to bring this community-based model of support and services to our families and communities in Polk County.

A careful evaluation of the Community Needs Assessment and Action Plan completed by Polk County Public Health for 2020-2024 was completed along with a Parent Assessment Survey in February 2023. Both data elements showed unmet needs in the Polk County community and which community concerns are a priority including mental health, education, economic stability, and social connectedness.

The overarching goal of FRCs is to strengthen families; enhance parenting skills, build parent resilience, provide education on child development, connect families to resources, build community connections, and prevent child maltreatment.

Man arrested after shooting spree leaves 4 killed, 1 injured in Arizona

shutterstock_1421783099949600

Authorities confirmed on Monday that a man has been arrested and charged with killing four people and injuring another during a shooting spree over the holiday weekend.

Police announced in a statement that Iren Byers, a 20-year-old Arizona man, was located on Sunday afternoon and took him into custody in Mesa, Ariz.  Court documents show Byers is charged with four counts of first-degree murder and one count of attempted first-degree murder. Mesa Police Detective Brandi George said that Byers admitted to the shootings during questioning, and is cooperating while in police custody. He told them that in each of the five slayings he did not call for medical help because he believed his victims “did not deserve it;” adding that most of the victims were homeless and that Byers was “angry toward people who used drugs.”

Police first responded to a 911 call of shots fired around 3:40 p.m. Friday in downtown Phoenix, where they discovered a 41-year-old man dead at the scene. A second call came in around 10:30 p.m. in the Beverly Park neighborhood in northwest Mesa, where officers located a second 41-year-old victim who had died from gunshot wounds. While still at that scene, police located a 36-year-old woman nearby who had also been shot shortly after midnight. The woman was taken to the hospital to undergo surgery, and was listed in stable condition early Sunday.  At around 1 a.m. another call to police was made, where they found another 41-year-old man that had died from his injuries. Nearly one hour later, investigators found the final victim, a 40-year-old man also killed by gunfire, located in Mesa around 2 a.m. on Saturday.

Investigators said they identified Byers using surveillance video collected from public transit, as well as a home and businesses. Later, investigators preliminarily matched the same 9mm handgun to all five shootings using shell casings, and they later recovered the gun at Byers’ residence along with other evidence.

Search of apartment wreckage in Iowa building collapse is called off amid safety fears

shutterstock_532817383525795

After 24 hours, the search and rescue effort taking place after part of an apartment building collapsed in Davenport, Iowa will transition to its recovery phase. A section of the red brick building on the city’s Main Street came down at around 5pm on Sunday, with at least one-fourth of the structure’s units destroyed. The cause of the collapse has not been determined but some residents described the sound it created as an “explosion”. Residents living in the area reported that the building was known to have problems, including visible water damage.

As of Monday morning, a total of eight people had been rescued from the wreckage and the number of people missing remains unclear. K-9 units left the scene on Monday afternoon after authorities said there was no sign of residents trapped under the rubble. However, at least one resident of the apartment complex is unaccounted for.

In an update on Monday evening, municipal council member Kyle Gripp said that the building is not salvageable and will be torn down on Tuesday. No residents will be allowed back into the building before demolition begins due to its unstable condition. The Davenport Development and Neighborhood Services Department will oversee demolition operations.
