CROOKSTON CITY COUNCIL GIVES 30 DAYS TO RESIDENT TO VACATE UNINHABITABLE HOUSE

img_1730-e1684810177515437467

The Crookston City Council met on Monday evening in the Crookston City Hall Council Chambers.

FINANCIAL DEPARTMENT STAFFING CHANGES
The council approved the current Finance Director Ryan Lindtwed request for a transfer from the position of Finance Director to the City Accountant position. The current City Accountant, Audrey Passa will move into the Finance Director position. Ryan has many, many years of accounting experience in private accounting. He thought he could best serve the city by using the skills as an accountant as opposed to the Finance Director, said City Administrator Corky Reynolds. Audrey was recently hired as our accountant, and when Ryan made this request for transfer, he indicated he was familiar with Audrey, and he thought she could do the job. I asked the council to approve the change, and they did.

DOWNTOWN CORRIDOR DESIGN CONTRACT WITH MNDOT
The City of Crookston and the Minnesota Department of Transportation will contract with the same design consultant for the MnDOT downtown corridor study. Often times MnDOT will get their own designer, local entities will get their own designer for the roads, said Reynolds. MnDOT approached us about getting one request for proposals for all of the design and splitting out the costs in proportion to the percentage the designer would do for each entity, and the council said yes.

AIRPORT ZONING BOARD, AIRPORT LAND ZONING, MNDOT GRANT AGREEMENT
The council approved the creation of a Joint Airport Zoning Board (including the City of Crookston, Polk County, along with Lowell and Parnell townships) to zone areas surrounding the airport all so they can relocate the Crookston Municipal Airport Automated Weather Observation System (AWOS) and they will get a grant from the Minnesota Department of Transportation with the City paying 30 percent of the cost and the state paying 70 percent. We are getting a new Automated Weather Observation System, and in order to move the site, which is unacceptable now due to new regulations, we have to zone some land by the airport, said Reynolds. We have to rezone to get the participation of the townships, and we had to create a board to do so.

103 NELSON STREET NORTH RAZING
The council voted unanimously to give the resident of 103 Nelson Street North 30 days to make repairs to the property or move out of the house after the City has deemed the house uninhabitable. The home has a hole in one of the walls and a foundation wall gone. There has been no water for two years at the house. The council had some very good questions and said we will give you 30 days to make moves so you can find a place to live with suggestions of contacting Tri-Valley and to keep us informed because the City wants to raze the building, said Reynolds. There were depictions of a foundation wall completely gone, a floor tipping and tilting, and above the floor, the foundation is completely gone. This was difficult for the council because they didnt want this woman to be homeless, but on the other hand, what responsibility does the city bare if she continues to live in this and something we dont want to happen happens.

CONSENT AGENDA
The council approved the bills and disbursements of $297,259.33, and a tobacco license renewal for Superpumper.

KROX will have news from the Ways and Means committee meeting on Wednesday.

CROOKSTON SCHOOL BOARD MAKES 2 CHANGES TO 2023-24 CALENDAR, APPROVES $21,131 IN DONATIONS

truancy-stats414738

The Crookston School Board met on Monday evening at the Crookston High School Choir and Orchestra room.

The meeting started with presentations on the Math Masters program from Highland School Chris Trostad, and Superintendent Dave Kuehn gave the board information on the World’s Best Workforce. They have three areas that they would like to see move forward in the district, said Superintendent Dave Kuehn.Doing interventions, family and student engagement, and the third was providing more opportunities for grades 9-12. One item was suggested, and the board members gave their support to a parent advisory board to get input from the district parents of all the schools.”

CHANGE TO THE 2023-24 SCHOOL DISTRICT CALENDAR-
The board approved two changes to the 2023-24 district school calendar. They voted to make two changes. The first change was to have the sixth and eighth-grade students start a day before the 9-12th graders to give them time to assimilate to the new middle school remodel. We are looking to make it a middle school day and have our sixth through eighth-grade students there and have the ninth through 12th graders start a day later to give them a chance to be in the building and walk around without all the other students, said Superintendent Kuehn. We thought it was a way to start a new middle school format the right way.

The second change to the calendar is two early release days. One on the Wednesday before Thanksgiving and before Easter break. We want to get in some additional professional development for our teachers, said Superintendent Kuehn. We are doing a lot on our other professional development days with our LETRS training and Literacy training, along with other areas like diversity and equity training. So those are the two changes to the calendar. All teachers in pre-school through fifth grade have voluntarily signed up to take the LETRS training.

NEW AIR EXCHANGER FOR THE WOODS SHOP AT THE HIGH SCHOOL
The Crookston School District called for bids on a new air handling unit for the wood shop class at the high school. Three companies bid, and Vilandre of Grand Forks, ND, came in with the lowest bid at $109,000. The woods classroom has a pretty sophisticated and heavy-duty air handling system, and it is shot, so in order to have kids in there and have a safe learning atmosphere, we need to replace the unit, said Superintendent Kuehn. This will fall under our long-term facility maintenance dollars, so we have money in that account to replace it. It is a big-ticket item, and the board approved it.

MISCELLANEOUS-
The board called for bread and milk bids for the 2023-24 school year. They approved membership with the Minnesota State High School League and the LETRS agreement with teachers. All the preschool through fifth-grade teachers have signed up to participate in the LETRS training. The summer programs were approved, which included marching band practice, orchestra practice in the summer, and credit recovery summer school in June for 9-12th graders. The final main agenda item was a resolution to reinstate two teaching positions. The combination of a grant and a teacher resignation allows the district to offer the jobs to two of the teachers they cut from Highland School. The board approved the resolution.

CONSENT AGENDA
The consent agenda included the acceptance or retirement letters from LaDonna Peterson as part-time physical education instructor at Highland School and Greg Garmen as Assistant Principal at Crookston High School. The acceptance of resignation letters from Gabrielle Foede as choir instructor and Nicholle Fredrick as a paraprofessional at Highland School. The consent agenda also included the reduction of an Instructional Assistant position at Washington School and the employment of Kelsey Grunewald as payroll accountant for the district, Wyatt Ecklund as a special ed instructor at the high school, and Emily Scheresky as Food Service Director.

DONATIONS-
The board voted to approve seven donations totaling $21,131. The donations included $2,606 to the FFA from the Crookston Masonic Lodge, $2,606 to the FFA from the Minnesota Chapter of the Masonic Lodge, and the FFA also received a $500 donation from Farmers Elevator of Eldred. The board also accepted $2,500 from Nicholas Proulx for the multi-use sports complex, $1,000 from the Area 1 Envirothon of Minnesota for the Envirothon team, $11,000 towards Crookston High School scholarships from the June Shaver Endowment, and $919 to the Pirate Boys Golf team from the Crookston Pirate Boosters. We are very thankful to all the people that give donations to the district, and it comes in a lot of different ways and from different entities, said Superintendent Kuehn.

POLK COUNTY SCHOOL DISTRICT TRUANCY REPORT-
Polk County Commissioner Gary Wilhite handed out the Polk County School District truancy report to the board. He also took some questions from the board. You can see the report over the past four years below.

PERHAM “UPSETS” #2 SEED PIRATE BOYS TENNIS IN SECTION TOURNEY

ethan-erdman1-514x420371807-1

The Crookston Pirate Boys Tennis team had two close matches with the Perham Yellowjackets, but came away with two dual wins during the regular season. The postseason was a different story as Perham turned the tables and flipped the script in a few spots and came away with an upset victory over the Crookston Pirates.

CROOKSTON VS PERHAM-
The first two matches complete were the fourth singles match, where Perham won the match in straight sets, and third doubles, with Crookstons Elliot Bartrum and Jack Everett cruising to a 6-3, 6-1 victory, and the match was tied at 1-1.
The next two matches complete were third singles, where Perham won the match 6-2, 6-2 before Crookstons second doubles team of Gunnar Groven and Grant Funk won an exciting first set 7-6 and 7-5 in the tie-breaker to take a one set to nothing lead. In the second set, Groven and Funk won 6-3 to tie the team score at 2-2 with three matches left.
Perham took a 3-2 lead when they won a hard-fought first doubles match. Hudson Hackel and Mike Anderson won the first set 7-5 and edged the Pirate duo in the second set 6-4 to take the lead with two matches left.
The first and second singles matches were still out on the court, and Perham won the second singles match in three sets to get the match-winning fourth point. Perham’s Mason Happel won the first set 6-3, but Crookston’s Reggie Winjum, a freshman, bounced back to win the second set in impressive fashion by a 6-1 score to force a third and final set. Perham’s Happel bounced back to win the third set 6-2, and Perham took a 4-2 lead to clinch the match and move on to the section semi-finals.
