On Tuesday, July 4, at 11:30 p.m., two young males were seen stealing two bottles of liquor worth approximately $90.00 from the Mentor Liquor Store. The males appear to have been driving a white Ford Explorer Sport Trac with North Dakota plates. Photos of the males and the vehicle are attached. The investigation is ongoing. Please contact the Polk County Sheriff’s Office at 218-470-0431 if you know the identity of the individuals pictured or have any regarding the theft.

The Fertile Firefighters Relief Association is a non-profit charitable organization that supports the Fertile Fire Department. The Fertile Fire Department’s latest pumper is over 20 years old, and though their fleet has been well maintained, it is time to invest in a new truck to ensure service reliability. The cost of a new truck (and required additional equipment) will likely exceed the $450,000 mark. American Crystal is proud to support this program.

President Biden reaffirms U.S. support for Ukraine at NATO summit

On Wednesday, President Joe Biden said in a speech that the U.S. and NATO allies reaffirm commitment to Ukraine, promising that its Western partners would not back away from its defense as Russia’s war on Ukraine past its 500th day.

Following a two-day high-level meeting with leaders at the NATO summit, Biden described support for Kyiv’s fight for democracy as “the calling of our lifetime.” The U.S. has sent more than $41 billion to bolster Kyiv in the nearly 18 months since Russian troops invaded Ukrainian borders. Biden said in his address from Lithuania’s capital, Vilnius: “We did what we always do. The U.S. stepped up, NATO stepped up and our partners in the Indo-Pacific stepped up. We will not waver … the U.S. will continue to support Ukraine ‘for as long as it takes.’”

The allies welcomed the arrival of Ukrainian President Volodymyr Zelenskyy, who reiterated calls to join NATO and vowed its membership would make the world’s most powerful military alliance stronger. Ukraine has sought NATO membership since 2002. It is bordered by four NATO allies: Poland, Slovakia, Hungary and Romania.

An announcement on the first day of the summit revealed that Turkish President Recep Tayyip Erdogan has agreed to support Sweden’s bid to join the NATO alliance. Sweden and Finland began the formal process of applying to NATO last May, which requires approval from all 30 members of the alliance. In April, Finland joined the alliance. Following this summit, Sweden is set to become the group’s 32nd member.

Elon Musk forms new AI company dubbed ‘xAI’

After months of teasing plans to build a rival to ChatGPT, Elon Musk announced he is starting a new artificial intelligence company. The billionaire confirmed the formation of a new company, ‘xAI’, in a tweet on Wednesday; without elaborating, the Twitter CEO and Tesla found said his new xAI firm will seek to “understand reality.” According to a report from the Wall Street Journal, the company was incorporated in Nevada in the spring, with sources cited indicating Musk’s desire to compete with Microsoft’s OpenAI.

xAI unveiled a website and a team of a dozen staffers; the new company will be led by Musk, according to the website, and “will work closely with X (Twitter), Tesla, and other companies to make progress towards our mission … ‘The goal of xAI is to understand the true nature of the universe.’”  The xAI Twitter account had just one post as of press time.

Back in March, Musk and other big tech leaders, including Apple co-founder Steve Wozniak and politician Andrew Yang called for a temporary pause on artificial intelligence innovation because of “profound risks to society and humanity.”  They said “Advanced AI could represent a profound change in the history of life on Earth, and should be planned for and managed with commensurate care and resources.”

Perham School District will have a new Boys Basketball coach, pending school board approval as Kyle Haberman has been named the new coach and he will take over for longtime head coach Dave Cresap, who resigned after 28 years at the helm to coach at Minnesota State Fergus Falls.

Haberman hopes to carry on the Perham tradition of excellence with the boys basketball program. The Yellowjackets have been to the state tournament five times in the last 12 years, including a state championship in 2011. Also, the Yellowjackets were undefeated in 2020 and in the Section 8AA Championship game before the COVID-19 Pandemic ended that season. The run included seven straight Section 8AA Championship game appearances, prior to the 2022-23 season.

During his tenure at LPA, Haberman was named the Section 6A Coach of the Year twice, helping the Raiders to back-to-back Section 6A Championships in 2016 and 2017. His 2016 team posted a 26-5 mark, while the 2017 team ended with a 22-8 overall record. It was the first trips to the Class A Tournament for the Raider basketball program.

The 20th Annual Pirate Pride Golf Scramble will be held Friday, July 14 at Minakwa Golf Course. Registration will be at 9:00 a.m. and a shotgun start at 10:00 a.m. Lunch will be served.

The cost is $100 per team ($400 per team of four) and includes 18 holes of golf, t-shirt, lunch, mulligans/grenades, skins game, and tee game on hole 8. There will be a few additional games on the course during play.

If you want a cart, you will have to call Minakwa to reserve a cart at 218-281-1773.

Golfers must be 18 years of age or graduated from high school. All proceeds help support Crookston Pirate Athletics.

The Holy Family Knights of Columbus Chapter of Red Lake County will host a Junior Golf Tournament at Oak Knolls Golf Course in Red Lake Falls on Monday, July 24.

The entry fee is $10 for 18 holes, and the nine-hole groups are $5. The entry fee includes all-you-can-eat lunch.

The tournament starts at 9:00 a.m.

2023 Primetime Emmy Awards: see the full list of nominees

The Academy of Television Arts & Sciences revealed the nominations for the 2023 Primetime Emmy Awards. The Primetime Emmys recognize excellence in American primetime television programming. Actress and comedian Yvette Nicole Brown and Television Academy chair Frank Scherma announced the nominees during a live stream Wednesday.

HBO dominated the nominations, with its drama series Succession leading with 27 nominations, including Outstanding Drama Series, Outstanding Lead Actor in a Drama series (Brian Cox, Kieran Culkin and Jeremy Strong), and Outstanding Lead Actress in a Drama Series (Sarah Snook). HBO’s post-apocalyptic drama The Last of Us follows with 24 nominations, including Outstanding Drama Series, Outstanding Lead Actor in a Drama Series (Pedro Pascal) and Outstanding Lead Actress in a Drama Series (Bella Ramsey). HBO’s The White Lotus is also nominated for 23 awards, while Apple TV+ series Ted Lasso is up for 21.

Twig and Branch Collection will be held on the second and fourth Mondays of each month, running from June through October. Place the materials on your curbside. Branches must be cut in four-foot lengths and bundled in order for the crews to take them away. Any branches or tree trunks not cut to this length and bundled will be left for the owner to haul away. Twigs may be in boxes or bags. Individuals removing their diseased elm trees should call City Hall to schedule a pickup. Please note that leaves, grass, and other compostable material must be in the clear City of Crookston bags and will be collected on your regular garbage collection day.

The Crookston Care and Share are now accepting donations of Womens, Mens, and childrens clothing as well as toiletries and other common items. Donations may be dropped off at the Care and Share Center at 220 East Third Street.

REGIONAL CORRECTIONS BOARD MEETING RECAP

The Northwest Regional Corrections Board meeting was held Monday, July 10. The meeting recap is below.

ALL DEPARTMENT MONTHLY REVIEW

The meeting included every department’s monthly statistical review for June. The average daily inmate population was 184 inmates per day, 155 males and 29 females. The average daily population from January 2023 to June 2023 was 173 inmates. Northwest Regional Corrections Executive Director Andrew Larson gave his thoughts on the numbers, “unfortunately for us, we are seeing these numbers return to where they were pre-covid, and how we saw a huge reduction in our population for a couple of years.”

The most common reasons for arrests in June were assault/domestic assault, controlled substance crimes, D.U.I., failure to appear in court, and parole/probation violations. The per diem revenue for June was in the amount of $98,446. Larson explained the per diem numbers, “we typically try to shoot for the $100,000 mark to stay on budget,” said Larson, “we’re a little shy of that mark because we had to refuse some other county inmates.”

DEPARTMENT OF CORRECTIONS JUNE RECAP

The D.O.C. averaged 7.5 inmates per day in June, and most D.O.C. inmates housed in Polk County are transferred here for work release. “These inmates are transitioning back into the community, and they’re working back to getting a job; they’re getting stabilized, so they are ready when the time comes for their release date.”

JUVENILE CENTER JUNE RECAP AND UPDATES

The Juvenile Center is taking trauma focus more seriously for their inmate’s health. Many of the inmates the Juvenile Center receive have a long history of trauma; Larson gives his thoughts on the process, “we’ve always been cognizant of the prevalence of trauma these kids have endured,” said Larson, “just given their backgrounds, I think we’re being more purposeful now then we have been in the past, it goes without saying the kids that we get they have a significant trauma history. Whether it’s being the subject of physical or sexual abuse, observing abuse, and being taken out of the home can be traumatic.”

Juvenile Center Staff are set to receive new training regarding trauma; the staff will learn about the effects of trauma and how to manage the behavior of adolescence. “Our case worker recently went down to St. Paul for trauma training,” said Larson, “Stephanie Covington, who is a world-renowned expert and does a lot of programming, gave our case worker a lot of training on trauma.” The staff will be exposed to programming to help kids incarcerated with their past traumas.

The Minnesota Legislature has ordered all Juvenile Facilities to implement a Risk Assessment Instrument (R.A.I.) to determine whether an adolescent will be arrested or brought into custody in a secure detention facility. This instrument or tool determines if secure detention for a child is appropriate or if other alternatives can be taken. “This is going to be a significant change for us; there are some jurisdictions in the state that are doing this already,” said Larson, “this is not something we have done locally in part because we don’t have many alternative placement options available, but also in ways secure detention has been used.” R.A.I. is a numerical scoring system created by the Juvenile Center staff to measure each adolescent’s behavior and current state. This system will be implemented at the Juvenile Center on August 15, 2023. There were 13 total residents in the Juvenile Center in June. There are seven; four are local, and three are from non-member counties.

The Juvenile Center is actively hiring. The criteria to be employed is at least 21 years of age or actively enrolled in criminal justice or human services-related field, high school diploma or equivalent. If interested, positions for the Juvenile Center are posted on INDEED.

PROBATION FEES UPDATES

The Minnesota Legislature has changed the language of what may waive fees into must waive fees. All Supervision fees are set to be waived by 2027. With supervision fees being waived, the Northwest Regional Correction facility will lose 90% of their fee revenue which ranges from $105,000 to $109,000 per year. “Within the large public safety omnibus bill, while it did come with significant increases with C.C.A. funding, C.C.A. being a subsidy we get from the state to fund our probation program,” said Larson, “it came with big funding increases, but we still have to eliminate our supervision fees.” The board decided not to act up to this point, and they will re-evaluate in 2025 when a formal plan needs to be implemented.
