The Fertile Public Library’s Resolute Readers Book Club will meet this month to discuss “Firekeeper’s Daughter” by Angeline Boulley. This book follows the journey of 18-year-old Daunis Fontaine as she finds herself living two separate lives, one as a loving daughter and one as a confidential informant to the FBI. After witnessing a murder, she must ultimately choose between protecting the people she loves or protecting her tribal community. The group will meet on Wednesday, October 18, at 4:00 p.m. at the Fertile Public Library, located at 101 Mill St. S. All are welcome.

The City of Crookston will collect Yard Waste and Branch Collection the week of October 23. All residents need to have their yard waste and branches out by Monday. Branches must be cut in four-foot lengths and bundled in order to be picked up.

The Crookston Public Library is inviting readers to join its Reading by the Red book club, which invites adults of all ages to meet in the library’s beautiful River Room to discuss a variety of widely-read books. The selected title for October will be “The Violin Conspiracy” by Brendan Slocumb, with a discussion scheduled for Tuesday, October 24 at 6:30 p.m. Of the mystery genre, “The Violin Conspiracy” tells the story of a Black classical musician whose inherited Stradivarius violin goes missing as he is training to compete in the International Tchaikovsky Competition. The program provides one book every month to your child from when you enroll until they turn five for FREE. Twig and Branch Collection will be held on the second and fourth Mondays from June through October. Place the materials on your curbside. Branches must be cut into four-foot lengths and bundled by the crew to take them away. Annuities or tree trunks not cut to this length and bundled will be left for the owner to haul away. Twigs may be in boxes or bags. Individuals removing their diseased elm trees should call City Hall to schedule a pickup. Please note that leaves, grass, and other compostable material must be in the clear City of Crookston bags and will be collected on your regular garbage collection day.

The Crookston Care and Share is now accepting donations of Women’s, Men’s, and children’s clothing, toiletries, and other everyday items. Donations may be dropped off at the Care and Share Center at 220 East Third Street.

Pastor Chad Brucklacher will lead an 8-week study on the book of Matthew on Wednesday nights starting September 6 from 5:30 to 6:30 p.m. For the kickoff, come at 5 p.m. for pizza and fellowship! CITY COUNCIL DENIES ENGAGEMENT WITH BRADY MARTZ AND ASSOCIATES SERVICES TO THE CITY

The Crookston City Council met on Monday in the City Hall Council Chambers.

COUNCIL DENIES ENGAGEMENT WITH BRADY MARTZ

The council was presented with the resolution regarding engagement with Brady Martz to perform specific accounting services. This resolution was ultimately not approved by the council by a 4-2 vote. Voting against the resolution was Kristie Jerde, Clayton Briggs, Tim Menard, and Morgan Hibma. Voting for the resolution was Henry Fischer and Dylane Klatt. Council member Joe Kresl was not present at the meeting. After discussion, council members who disapproved of the resolution talked about going a different direction with the accounting services.

“My biggest concern is that we had some concerns with our audit last year with Brady Martz,” said council member Kristie Jerde, “When we originally talked about doing this reconciliation and practice. We had already asked questions about if we chose to go to a different firm for different concerns and reasons, why would we go back to them for best practices?”

The council approved the time change regarding the Truth in Taxation meeting at 6:00 p.m. on December 11. This was changed for the convenience of attendance for council members. A special council meeting will follow the Truth in Taxation meeting immediately.

The council also approved a contract agreement with the State of Minnesota Department of Employment and Economic Development (DEED) concerning the Ag Innovation Campus Road construction project in the amount of $453,000. “The council agreed to enter a contract with DEED, and we received a grant from DEED,” said City Administrator Corky Reynolds, “This is for assistance with the construction of AIC road.”

The council also approved a resolution regarding authorization to execute the Minnesota Department of Transportation grant agreement for the Crookston Airport Improvement related to T-Hangars. MnDOT will be providing money to the airport, and this resolution was the terms of the agreement to accept the funding.

The council approved two contracts with Ehlers Associates to provide municipal investment advice and advisory services to the City of Crookston.

The council approved Norman County to be added to the Special Operations Group Joint Powers Agreement. “This is a law enforcement group that expands from North Dakota and Minnesota,” said Reynolds, “Norman County wished to become party to that agreement, and it requires approval from all of the previous parties. The council said, ‘That would be fine, add Norman County.’”

The final item the council approved was the resolution regarding the special assessment and trunk area policies and procedures for public improvements and maintenance costs for the City. “This was the Special Assessment Policy for the City of Crookston,” said Reynolds, “This document changes the way streets will be assessed for re-construction or overlay, those types of things.” This resolution establishes the rate to 30% of the total cost to be assessed to the adjacent landowners.

The suggested rate to be assessed to developers was 100% of the cost. After discussion with department heads, it was determined that 50% would be set to developers with the ability to have the flexibility of the rate on a case-to-case basis, based on benefits for the City.

The consent agenda included approving bills and disbursements in the amount of $467,767.67. It also included the resolution regarding donations to the Parks and Rec Department in Memory of Brenda Desrosier, Connie and Merece Lubarski, and Wayne Melbye. The final item on the consent agenda was the resolution regarding the UMC homecoming event to have One N’ Only of Euclid dispense liquor on the premises of the Crookston Sports Center.

The Red Lake Falls Eagles Volleyball team hosts the Stephen-Argyle Storm. You can hear the game on KROX Radio with the RiverView Health pre-match show at 6:45 and the first serve at about 7:15 p.m.

Red Lake Falls is 4-16 on the year and went 1-3 in the Mahnomen/Waubun tournament on Saturday. Stephen-Argyle is 11-7 and is coming off a 3-0 loss to Kittson County Central.

DEADLINE AHEAD FOR MILITARY SERVICE MEMBERS TO CLAIM 2019 TAX CREDIT

The Minnesota Department of Revenue reminds the state’s military service members to take advantage of a refundable military tax credit before it expires. The 2019 Credit for Military Service in a Combat Zone will expire for qualifying service members on October 16, 2023.

More than 3,380 service members were eligible for the 2019 Form M99, Credit for Service in a Military Combat Zone, but about 1,400 service members still have not claimed it.

The credit is $120 per month or partial month served.

“Our military service members earned this tax benefit by putting their personal lives on hold to serve our country in combat zones around the world,” said Revenue Commissioner Paul Marquart. “With the deadline for 2019 fast approaching, we want to ensure they have the resources and information necessary to claim this tax credit.”

To qualify for the credit, service members must have:

  • Been a Minnesota resident during the time of service
  • Served in a combat zone or qualified hazardous duty area during 2019
  • Received combat pay that is exempt from federal and Minnesota income tax

The IRS has online information about combat zone locations approved for tax benefits.

How do military service members claim this credit?

To claim the credit electronically, Go to www.revenue.state.mn.us and enter M99 into the Search box. Complete the online form to apply for the credit.

For active-duty members: Upload a Leave and Earnings Statement for each month of qualifying service must be uploaded

For National Guard, reservists, and retired or discharged active-duty members: Upload Form DD-214 for each period of qualifying service

To claim the credit by mail, Complete the 2019 Form M99, Credit for Military Service in a Combat Zone

-For active-duty members: Include a Leave and Earnings Statement for each month of qualifying service.

-For National Guard, reservists, and retired or discharged active-duty members: Include Form DD-214 for each period of qualifying service.

The department sent more than 1,400 service members letters on how they may qualify for and claim the credit. Service members have already claimed more than $960,700 in refunds for the 2019 credit, with an average refund of $611. Tax credits for service in a combat zone are also available for 2020, 2021, 2022, and 2023.

Military members may claim this credit at any time during the calendar year. They no longer need to wait until the year following their service. The 2023 Form M99 is now available to begin filing anytime in the calendar year.

RIVERVIEW HEALTH ANNOUNCES SPRING SCHOLARSHIP OPPORTUNITIES

The application period is now open for the Lenertz Family Healthcare Scholarship and the Roger and Lois Samuelson Family Scholarship through the RiverView Foundation. Applications for the scholarships are due to the Foundation office by noon on Friday, November 17, 2023.

Lenertz Family Healthcare Scholarship: In recognition of the time and efforts Thomas C. Lenertz provided to establish and advance the RiverView Health Foundation, its Board of Directors established the Lenertz Family Healthcare Scholarship. As one of the RiverView Foundation’s founders in 1990, Lenertz was instrumental in all development stages of the Foundation. As

RiverView Health CEO, he continued to serve the Foundation as an ex-officio member of the Board of Directors until his December 2000 retirement. The $1,000 Lenertz Family Healthcare Scholarship will be awarded to a recipient from RiverView’s service area pursuing post-secondary education in healthcare.

Roger and Lois Samuelson Family Scholarship: Roger and the late Lois Samuelson have been lifelong farmers in the Crookston area. Sadly, Lois passed away in September 2021. Roger decided to create the scholarship because of the excellent care Lois received as a patient at RiverView Health and as a resident at the Benedictine Living Center.

“We would like to help students pursue a healthcare career,” he shared. “We believe some students need a little help to further their education.’”

The $1,500 scholarship will go to a high school graduate from Crookston, Climax, or Fisher who intends to enroll in a post-secondary program in a healthcare field.

ARREST/FIRE REPORT OCTOBER 9, 2023

The Crookston Fire Department (CFD) responded to the following calls over the weekend – 

10/8/2023

At 11:00 a.m., the CFD responded to the 3000 block of US Hwy 75 S for a report of smoke coming from a dryer. Upon arrival, the CFD emptied out a portion of the bin to find some smoldering product in the bin. There were not any flames present. There was no danger present. Upon arrival of the staff, the CFD turned over control of the scene to continue to monitor the situation. The CFD then cleared the scene. 

At 9:00 p.m., the CFD responded to the 2900 block of University Ave for a report of a fire alarm activation. Upon arrival, it was found that cooking had caused the alarm to activate. There was no danger present. The CFD ventilated the residence, reset the alarm, and cleared the scene.
