CHARTER COMMISSION REVIEWS COUNCIL MEMBER ATTENDANCE STANDARDS AND ORDINANCE

The Crookston Charter Commission met on Monday in the City Hall council chambers and discussed issues that have been addressed by Crookston residents.

CITY COUNCIL MEMBERS DISCUSSION

The commission first discussed a topic that was brought to the city by an anonymous citizen regarding a possible decrease in city council members. “They basically indicated that our city is shrinking in population, and they wanted to look at if the council of eight is an appropriate number for a city of our size, which is approximately 7,500,” said City Administrator Corky Reynolds, “Some time ago we were a larger community, approaching 9,000 and we looked at if the members were too many.”

After a lengthy discussion with the commission, they came to a consensus that the council remain with eight members and the mayor, which makes a total of nine council members.

MAYOR AND COUNCIL MEMBER DISCUSSION

The next item on the agenda was a discussion regarding the possibility of council members giving up their seats if they happened to be running for mayor. “Because of the way our wards and elections are structured,” said Reynolds, “If you were a member of wards 1, 3, or 5 or at large (which is at the same time) you could run for another political office and not get that position but then return to your council seat because your time wasn’t up.”

The commission has appointed Reynolds to gather data from other cities before they meet again, in which the commission will determine if council members would have to give up their seats if running for other political positions.

CITY COUNCIL MEMBER ABSENCES REQUIREMENTS

The commission also had a discussion about council members and how many meetings they could be absent before being relieved of their duties. Currently, the city charter states if a council member misses six consecutive scheduled city council meetings, they will then be asked to give up the position.

There was discussion about possibly prorating the payment to council members based on meeting attendance. Currently, city council members receive a $6,000 annual salary, which equates to $500 per month, or (if they are paid by the meeting) $250 per meeting. There was no consensus reached during Monday’s meeting.

The final item that was discussed at the meeting was the review of the amount of time allowed to speak at open forums during city meetings. The current forum allotted time is fifteen minutes in total and not per individual. After further discussion the commission determined that no changes be made to the allocated time at the open forums.

The consent agenda included the approval of minutes from the December 5, 2022 meeting. There is no date set for the next Charter Commission meeting.

THE ANNUAL CROOKSTON THANKSGIVING DINNER FEEDS NEARLY 500 COMMUNITY MEMBERS

The Crookston annual Thanksgiving Dinner saw its largest turnout in the 45-year event history.

The Dinner was hosted at the Crookston Cathedral of Immaculate Conception, where 479 people were served. Event Coordinator Lester Wilkins, “Last year we had 450 to go, and this year we had 479 in-house and to-go. We had a tremendous group of people working this year. I would like to thank Hugo’s for the product, the Golden Link for helping prepare it, and KROX for getting the word out.”

Wilkins also wanted to thank the many community members who volunteered to help with the event, as well as the financial supporters. Wilkins explained that without the support of the community, this event would not be able to take place. “Thank you to the people of Crookston for their support, and thank you to the people that came,” said Wilkens, “We enjoy doing this; we enjoy seeing your faces and the smiles we create when we do this. We don’t have a point if people don’t show up.”

As always, the dinner was buffet style on Thanksgiving day, and there were not many leftovers when it was finished. Wilkens explained that 150 pounds of potatoes were peeled and prepared, and by the end of the service, there was just a pale ice cream leftover of mashed potatoes. Fifteen turkeys were consumed as well, along with 400 pieces of pie.

Just over 350 people called in to pick up their Thanksgiving meals, and Wilkens spoke about how appreciative he and the staff are for calling in ahead of time so the meals can be prepared and distributed promptly. “350 called in and gave us a number (of plates), and we plan past that,” said Wilkens, “479 people are past what we expected, but that’s why it’s important to call in ahead of time, so if we get bigger numbers, we can add on with what we think we can use to make the difference. So if this happens again next year, we will have to throw in another turkey and probably 50 more pounds of potatoes, and that’s why we need to know in advance.”

In closing, Wilkens described this year’s event as a successful year and another growth year. He also explained that serving 500 or more community members could be in the works next year, and that he and staff will be prepared if that happens.

PIRATE BOYS BASKETBALL HOSTS PELICAN RAPIDS – ON KROX RADIO AND STREAM

The Crookston Pirate Boys Basketball team is hosting the Pelican Rapids Vikings in a Section 8AA matchup at the Crookston High School Gymnasium tonight. The varsity game is scheduled to start around 7:30 p.m. KROX will have the pre-game show right after the J.V. game is done. 

Crookston is 0-1 on the year after an 80-59 loss to Warren-Alvarado-Oslo Ponies on Friday. Pelican Rapids is 1-0 on the year after a 60-30 victory over Norman County East/Ulen-Hitterdal last week.

CROOKSTON POLICE DEPARTMENT RESPONDS TO CRASH ON BROADWAY

The Crookston Police Department responded to a report of a two-vehicle accident on December 2 at 11:22 AM at the intersection of East Robert Street and Broadway Avenue.

David Derosier of Red Lake Falls, Minnesota, was driving a 2016 Ford F150, and Susan Dwyer of Crookston was driving a 2012 Nissan Altima.

Crookston Area Ambulance arrived on the scene and transported a passenger from the Nissan Altima to Riverview Emergency Room to be evaluated.

There was moderate damage to both vehicles. Dwyer was cited for failure to obey traffic control signals.

JoAnn Elouise Bowman – OBIT

JoAnn Elouise Bowman, 80, of Crookston, Minnesota, passed away peacefully at her home on November 30, 2023.

JoAnn was born on March 15, 1943, to her loving parents, Vincent and Evelyn (Ingvalson) Baatz in Crookston. She was a graduate of Crookston High School with the class of 1960. On December 26, 1970, she married Ralph Bowman at St. Petri Lutheran Church in Nielsville, MN. Throughout her life, JoAnn lived in Virginia and Minneapolis before returning to Crookston where she lived the remainder of her life.

She is survived by her nephews, Duane and Ronald Baatz, and niece Patricia Schmaltz.
JoAnn was preceded in death by her parents, Vincent and Evelyn, late husband, Ralph Bowman; brother, Raymond Baatz, and sister-in-law, Marlene Baatz.

The memorial service celebrating JoAnn’s life will be at Stenshoel-Houske Funeral Home on Friday, December 8, 2023, at 2:00 PM. Visitation will be held one hour prior to the service.

Connie Rae Smith – OBIT

Connie Rae Smith, 75, of Crookston, MN, passed away Friday evening, December 1, 2023, in Altru Hospital, Grand Forks. She had been in failing health for several months.

Connie was born on November 29, 1948, in Crookston, MN, one of 8 children of the union of Walter and Delores (Gullekson) Smith. The family lived at Fertile, MN during her childhood years and Connie attended Fertile Elementary School through the 6th grade. After a move to Moorhead, MN she went to South Junior High through the 9th grade. In 1963 the Smith family came to Crookston where she completed her education at Central High School, graduating as a member of the Class of 1966. Next for Connie was a return to Moorhead to attend Moorhead State College. While majoring in Education, she earned her Bachelor of Science degree in 1970. Connie began her 20-year teaching career in Ellendale, MN, the Albert Lea, MN School District. In Ellendale she became a very popular and much-loved teacher to her students in every grade, K through 12.  In 1990, feeling the desire to change career directions, Connie moved back to Crookston to attend the University of Minnesota-Crookston where she completed work for an Associate Degree in Horticulture in 1992. During this time she met Curt Greenwood who became her life partner. In 1992 Connie and Curt moved to Boone, IA where she was employed at the Golden Circle Growers Garden Center. After a few years the couple relocated to Hatton, ND and she worked in the dietary department of Hatton Prairie Village. Curt passed away in October of 2012, eight months before the date that he and Connie were to be married. Soon after she returned to Crookston.

Connie was very athletic and a runner throughout much of her life. For years she was often accompanied on her runs by her two Chocolate Labs, Rascal and Chewy. Connie was especially proud of running and finishing the grueling 26.2 mile Grandma’s Marathon in Duluth, MN. Additionally, she enjoyed playing softball, camping, traveling, reading, talking on the phone, and especially golfing. She spent years playing rounds with her good friends at the Minakwa Country Club in Crookston and participating in area golf tournaments.

Connie is survived by 3 siblings: Janie Ricord of Redwood Falls, MN, Tracy Smith of Crookston, MN, and Scott Smith (Patrick Prochaska) of Minneapolis, MN. In addition to Curt Greenwood, her partner for 23 years, Connie was preceded in death by her parents, Walter and Delores; 2 brothers, Kelly Smith and Monty Smith; and 2 sisters, Cindy Lafleur and Sherri Helgaas. Blessed be the memory of Connie Rae Smith.

A Memorial Service celebrating Connie’s life will be held next Spring/Summer and notice will be made public at that time. The Stenshoel-Houske Funeral Home is assisting with arrangements and messages of condolence may be offered to the family at www.stenshoelhouske.com.

The Crookston Fire Department (CFD) responded to the following calls over the weekend –

12/3/2023

At 9:00 a.m., the CFD responded to the 300 block of S. Minnesota St. for a report of a general alarm activation. Upon arrival, there was no danger present. It was determined to be a faulty detector. The CFD reset the alarm and cleared the scene.

At 11:00 a.m., the CFD responded to the 300 block of Washington Ave. for a report of a general alarm activating. Upon arrival, there was no danger present. The CFD tested the detector, and it was deemed to be faulty. The CFD assisted by installing some new alarms in the residence and then cleared the scene.

At 2:00 p.m., the CFD responded to the 500 block of Walsh St. for a report of a general alarm activation. Upon arrival, it was found that fumes from sanitizing a room caused the alarm to activate. There was no danger present. The CFD turned over control of the scene to maintenance to ventilate the room, and then the CFD cleared the scene.

Lucille M. Ellingworth, age 80, of Gary, MN, passed away on Wednesday, November 29, 2023, surrounded by her family at Fair Meadow Nursing Home, Fertile, MN.

A visitation will be held on Friday, December 29, 2023, from 5:00 pm to 6:30 pm, with a prayer service starting at 6:30 pm, at Anderson Family Funeral Home in Twin Valley. A Mass of Christian Burial will be held on Saturday, December 30, 2023, at 10:00 am at St. William Catholic Church in Twin Valley.

Alaska Airlines to buy Hawaiian Airlines in deal for $1.9 billion

Alaska Airlines announced on Sunday that it has made a deal to buy Hawaiian Airlines for $1.9 billion. The deal, which is forecast to take nine to 18 months, will see both companies keep their brands, a unique decision that Alaska Airlines CEO Ben Minicucci and Hawaiian Airlines CEO and President Peter Ingram say was made out of respect for the nearly hundred-year legacy of both airlines. The combined organization will be based in Seattle under the leadership of Minicucci.

Minicucci said at a news conference: “this is a fantastic deal that bring two airlines that have amazing loyalties in our regions together,” and added that the merger will give customers expanded domestic and international choices. Said Minicucci: “this combination is an exciting next step in our collective journey to provide a better travel experience for our guests and expand options for West Coast and Hawai’i travelers.”

Said Ingram: “In Alaska Airlines, we are joining an airline that has long served Hawai‘i, and has a complementary network and a shared culture of service With the additional scale and resources that this transaction with Alaska Airlines brings, we will be able to accelerate investments in our guest experience and technology, while maintaining the Hawaiian Airlines brand.”
