Board of Commissioners appoints eight youth to the Polk County Public Health Youth Advisory Board

The Polk County Board of Commissioners met Tuesday, November 5 at 8:00 a.m. in the County Board Room at the Government Center. Once the Board approved the Consent items and had their County Board Issue Forum the Commissioners moved on to the main agenda for the meeting.

James Offerdahl – Mayor of Fosston

First on the agenda James Offerdahl, the Mayor of Fosston Minnesota, came to update Polk County on the status of the City of Fosston’s issues with Essentia Health. “Today I came to discuss a fundraising effort that the First Care Taskforce, for the City of Fosston has initiated to raise money for the continued effort to secure local healthcare in the community and the communities that First Care Medical Services the Fosston Hospital Serves.”  Mayor Offerdahl explained that he is looking for a donation from the Polk County Board. “It’s a request to the County Board for a donation to that fund.” Mayor Offerdal updated the board of the City of Fosston’s dispute with Essenia Health, who is the operator of the hospital at this time.

Essentia Health in Fosston is one of two hospitals in Polk County with the other being RiverView Health in Crookston.  Over the past ten years the services provided by Essentia Health in Fosston have been on a steady decline.  One example Mayor Offerdahl used was in 2014, Essentia Health of Fosston delivered 68 babies.  In 2024, Essentia delivered one baby due to emergency.  The facility no long has a maternity ward, or obstetricians on staff, so mothers have to find doctors in another town and hope that they can get there in time.

Mayor Offerdahl asked that the Commissioners consider a $20,000 donation. Right now, an anonymous donor is matching every dollar donated by $2, tripling all donations. The Board let Mayor Offerdahl know that they would consider the request.

Kayla Schumacher – Taxpayer Service Center

Next up the board heard from Kayla Schumacher from Taxpayer Services.  Kayla came to the board with a resolution for St. Joseph Catholic Church in Fertile, MN.  St. Joseph’s was seeking a permit for gambling in the form of a raffle.  St. Joseph had submitted the application and the board voted unanimously to approve the permit.

Richard Sanders – Polk County Highway Department

Richard Sanders, Polk County Engineer came to the board of commissioners with three items that needed Certificate of Performance/Final Acceptance. “The first one was our district wide calcium chloride project,” says Sanders. “It was a three year contract for applying calcium chloride in Norman, Polk, Clearwater, Red Lake, Pennington, Marshall, and Kittson Counties.”The board unanimously approved this item.

The next was for work done in both Erskine and McIntosh. “Then we had the contract for the Mill and Overlay on CSAH 8 in McIntosh and CSAH 105 in Erskine, and that was work Agassiz Asphalt did out of New Folden.”  The board unanimously approved the final contract for this item.

The last Certificate of Performance/Final acceptance item was for work done in Fisher, MN. “We had the work in the city of Fisher on CSAH 15 by the Cenex station,” said Sanders. “We had to move County Ditch 26 to the north slightly, replace the culvert with a box culvert and did an overlay on that stretch.”  Gladen Construction out of LaPorte, MN completed the work required on the contract and the board voted unanimously to approve this item.

The final item that Sanders had for the board was to ask for approval of resolution 2024-75.  Sanders explained what this is for. “The last thing is, we have the ATV trail between Crookston and Fertile and then south of Beltrami on the old railroad tracks,” says Sanders. “Every year we have to apply for grant funding through the DNR, so the board approved a resolution making Polk County the sponsor for those trails.”

Sarah Reese – Polk County Public Health

Polk County Public Health Director Sarah Reese came in front of the County Board Tuesday to both recommend funding to an organization from the Opioid Settlement Fund and to amend and Restate a contract already approved for funds from the Settlement. Reese explained. “So, back in June, Polk County Public Health, along with the Polk County Opioid Avisory Council presented recommendations from our requests for proposals for applications to release opioid settlement funds to partners in our county,” says Reese. “We had one partner that the request was to go back and have some follow-up about what was proposed in their work plan and budget.” The contract was with the Care and Share and it was for $50,000.

The Second Contract was with the Regents of the University of Minnesota. “Upon further review, the Regents of the University of Minnesota, did a more thorough review of their contact and requested some alternative language,” says Reese. “After a consultation with the Polk County Attorney’s office we did agree to their alternative language.”  Reese brought their contract back to be Amended and Restated.  The board unanimously approved the motion. There were no changes to the original settlement amount.

Reese moved to her final agenda item of the day.  “The third item is my most favorite item of the day,” says Reese. “That is the appointment of our Youth Advisory Board Members.”  The Polk County Public Health Department has had a Youth Advisory Board providing us with consultation to our department since 2018.

This year Reese brought to the Commissioners a motion to appoint eight new members. “Those new members are, Halle Nicholas from Crookston, Jade Boyd from Climax, Ada Swenson from Climax,  Annalise Wellumson from Sacred Heart, Lexi Mahlen from Fosston, Addison Jeuch from East Grand Forks, Sofie Grunhovd from Fertile and Maci Hasket from Win-E-Mac.”  Reese was happy that seven of the eight were in attendance for the board of commissioners meeting as well as Teagan Duppong of Fosston, who is a current Youth Advisory Board Member.

What is the role of a Youth Advisory Board Member? “We look to those young folks to be providing us with feedback from their own lived experiences about what’s happening in their schools, how can we provide our services better, how can we make sure they are connected with resources that their peers or their school or community might need,” says Reese. “We are happy to provide them with an opportunity to learn about governmental public health.”

The board unanimously approved the motion appointing the youth to the Advisory Board.

Jake Snyder – Environmental Services

Jake Snyder, Assistant Environmental Services Administrator had one item he was seeing approval for during Tuesday’s meeting. “Today I came in front of the board for approval to seek a Secretary/Bookkeeper for the Environmental Services Department,” says Snyder. “Shelly Erdmann has served in that position for over 33 years so we are trying to fill some big shoes there.”

Chuck Whiting – Polk County Administrator

Polk County Administrator Chuck Whiting brought a few items to the board regarding Abdo Financial Services, a possible service agreement with Abdo, and how to use the remaining American Rescue Plan Act Funds before they expire on December 31, 2024. KROX will have more on these items at a later date.

Whiting was meant to lead a budget discussion at this time but instead needed to get the board online for a closed session with Attorney Kendra Olson (Pemberton Law) to discuss pending litigation.

The 2024 American presidential election concept^ with Donald Trump and Kamala Harris in the background. Donald Trump vs Kamala Harris for US President.

The Associated Press reports that Former President Donald Trump has defeated Vice President Kamala Harris to win the 2024 presidential election.

Early Wednesday morning, Trump cleared the 270 electoral votes needed to clinch the presidency with a win in Wisconsin. The former president ended up with at least 279 electoral votes after clinching wins in the swing states of Pennsylvania, Georgia and Wisconsin, with Harris winning at least 219 votes. The race was marked by literal history, including two assassination attempts and 34 felony convictions against Trump, already having been impeached twice and faulted for mismanaging the COVID-19 pandemic response.

Trump 78m will be the oldest person to take the oath of office at his inauguration on Jan. 20. His running mate, freshman Ohio Sen. J.D. Vance, 40, will preside over the Senate as the country’s first millennial vice president. Harris, 60, underwent a historic bid to become the nation’s first female president, first Asian American president and second Black president.

Trump said in his victory speech at his election headquarters in Florida: “I want to thank the American people for the extraordinary honor of being elected your 47th president and your 45th president. And every citizen, I will fight for you, for your family and for your future. Every single day, I will be fighting for you with every breath in my body.”

Harris didn’t speak on Election Night, forgoing her planned event at Howard University. Cedric Richmond, Harris’ campaign co-chair, said she will address her supporters and the nation later Wednesday.

Tropical Storm Rafael on track and headed for Gulf Coast by weekend

Photo taken amid sea spray and crashing waves as Hurricane Ike's outer bands impact the Florida coast^ September 2008.

Tropical Storm Rafael gaining strength Tuesday morning after forming in the Caribbean Sea, with forecasters saying it will strengthen into a hurricane with predictions the storm is headed for the U.S. Gulf Coast later this week. Rafael is the 17th named storm of the Atlantic hurricane season, and it will be the 11th hurricane if it strengthens further. The National Hurricane Center said Tuesday: “Rafael is expected to become a hurricane as it passes near the Cayman Islands with further strengthening before it makes landfall in Cuba.”

NHC forecasters said Tuesday that Rafael was located about 80 miles south-southwest of Montego Bay, Jamaica and 230 miles southeast of Grand Cayman, carrying maximum sustained winds of 60 mph and moving northwest at 13 mph. Forecasters warn that “heavy rainfall” will hit the western Caribbean with heaviest rainfall occurring over Jamaica and portions of Cuba through mid-week.

NHC forecasters said Rafael is “getting better organized” as its center passes Jamaica, and is expected to undergo “steady to rapid intensification” to become a Category 1 hurricane as it passes near the Cayman Islands by Wednesday before weakening to a tropical storm again. The hurricane center’s latest forecast cone, which comes with some uncertainty, has Rafael passing over the western reaches of Cuba on Wednesday afternoon or evening.

The NWS station in Mobile, Ala., says there seems to be an “unusually large amount of uncertainty with the movement of this system later in the week.” Texas does not appear to be in Rafael’s track to see direct landfall, but by mid- to late week, “heavy” rainfall is expected to spread north into Florida and adjacent areas of the Southeast United State. A tropical storm watch was issued Monday afternoon for the lower and middle Florida Keys and for the Dry Tortugas, which was later upgraded Tuesday to a tropical storm warning.

Rafael could potentially bring tropical storm winds to portions of the northern Gulf Coast, including the Florida Keys and south Florida on Wednesday afternoon. Heavy rainfall was expected to spread north into Florida and elsewhere in the southeast U.S. by the middle or end of the week, with as much as 3 inches forecast for the lower and middle Florida Keys.

Beyoncé channels Pamela Anderson in surprise video for “Bodyguard”

Beyonce arrives to the 2013 Grammy Awards on February 10^ 2013 in Hollywood^ CA

Beyoncé surprised fans on Tuesday by releasing a video for her song “Bodyguard,” which sees the Grammy-winning singer channeling actress Pamela Anderson. The video, released on Election Day, also urges people to vote in the 2024 presidential election.

The video – retitled “Beywatch” – depicts Beyoncé in a variety of settings, donning a red swimsuit styled like Anderson’s when she starred on the series, “Baywatch”.  Bey also channels Anderson’s look in the 1996 film “Barb Wire,” wearing a black dress and high boots, as well as the Pam’s outfit in the 1999 MTV Video Music Awards.

The Election Day message shown in the ‘Bodyguard’ visual comes more subtly, and appears when the singer pulls out a prop pistol which releases a flag that reads “Vote.”   Beyoncé had publicly endorsed Kamala Harris for president, speaking at a rally in the singer’s hometown of Houston late last month.

“Bodyguard” appears on Beyoncé’s country-themed album Cowboy Carter, which was released in March. The album features the singles “Texas Hold ‘Em,” “16 Carriages” and “II Most Wanted.”
